Fall 2024 Statewide Student Basic Need Survey
By the beginning of the 2024-25 academic year, the Washington student achievement council must collect and disseminate results of a student survey developed by the student achievement council, in collaboration with the state board for community and technical colleges and an organization representing the presidents of the public four-year institutions of higher education, to assess food security, housing security, and access to basic economic supports. Results from the survey may be used by the institutions of higher education and the tribal college. Existing survey tools may be used for this purpose.[1]

To complete this requirement, WSAC will work with SBCTC and colleges to administer the Washington Student Experience Survey (WSES basic needs survey) with all public institutions in Fall 2024.
SBCTC will partner with WWU to securely manage data.  SBCTC will ensure access to individual survey data sets for each community and technical college.
CTC staff and student leadership will promote student survey participation in Fall 2024.

  *   HRMC, BAC, DEOC, WSSSC, are all coordinating for the contract renewal.
  *   WIPHE contract expiration 9/7/2024, new contract anticipated to be renewed through 9/2026

Vice President Orientation on Accreditation

Gainful Employment Reporting:

  *   SBCTC Policy Research is working with the National Student Clearing  (NSC)House to collect and prepare the student and program data and return it to colleges in a 'ready to load' format. We are working with Research and Planning Commission to prepare for the data transfer back to colleges, and to identify what resources colleges will need for uploading the data to SAIG.
  *   Some information will be coming from the Department of Education to colleges through NSLDS. A list of completers and a list of eligible programs will be sent out in early July; this will need to get to NSC, but they will be working with colleges and us to retrieve those lists and review them for accuracy and omissions.
  *   There are some missing points of data (such as completers of industry certifications); we will be working with instructional staff to collect missing information
  *   In last week of May we will send out a schedule to listservs (RPC, WSSSC, FAC) that explains what is happening and when, and what we will need from colleges. The intention is to minimize the impact on financial aid offices as much as possible. Listserv updates will go out every couple of weeks after that.
  *   Questions, concerns, or if colleges want me to come out (in person or virtually) to talk about it and answer questions, let me know. I'm also collecting question for the Department of Education to be able to add an 'FAQs' to the listserv updates, so I'm happy to receive questions for DoE as well and will share findings.

Gainful Employment Program Length Changes

  *   The reduction in maximum program length for GE programs that have state industry certification so licensures with credits or hours defined has been reduced from 150% to 100% of the credits or hours described, as of July 1.
  *   SBCTC Policy Research and Workforce are working on identifying affected programs and impacts. This is likely more an instructional effort, but if there are questions about this contact skenesson at sbctc.edu<mailto:skenesson at sbctc.edu>.

[1] In addition, the statute for the Supporting Students Experiencing Homelessness grant program ESSB 5702<https://lawfilesext.leg.wa.gov/biennium/2023-24/Pdf/Bills/Session%20Laws/Senate/5702-S.SL.pdf?q=20240322160527> also requires institutions to do annual census surveying on students' food and housing insecurity, and this state survey fulfills this requirement.
