[WSSSC] Governor's 2025-27 Budget Proposals

Operating Budget Notes

Governor Inslee's 2025-27 biennial<https://ofm.wa.gov/sites/default/files/public/budget/statebudget/2025-27/Z-0236.2OperBiennial.pdf> and 2025 supplemental<https://ofm.wa.gov/sites/default/files/public/budget/statebudget/2025-27/Z-0238.2OperSupp.pdf> budget proposal was released this afternoon.  His proposal protects progress on the programs and services that working families and businesses depend on - public safety, education, early learning, housing, and behavioral health.



In addition to the summary below, a more detailed, side-by-side comparison of the system 2025-27 operating budget request and Governor Inslee's proposal is attached to this email.  The side-by-side comparison will be updated as the House and Senate budgets are released.



Governor's 2025 Second Supplemental Operating Budget Proposal

*         Removes the $28.6 million duplications of funding from fiscal year 2025

 Governor's 2025-27 Operating Budget Proposal

*         Removes the duplication of funding that was included in ongoing carryforward funding

*         Includes a 0.1% reduction to general fund appropriations ($1.4 million/year)

*         Provides 100% funding for I-732, WFSE, and Non-Rep cost of living adjustments

o    I-732 rates are currently budgeted as 3.81% for FY26 and 2.55% for FY27 (these rates are subject to adjustments in Seattle CPI)

o    WFSE/Non-Rep rates at 3% for FY26 and 2% for FY27

o    WPEA Cost of living adjustments is not funded or held in reserve
*         Continues funding for the newly established Hospitality Center of Excellence


Capital Budget Notes

  *   O&M fund shift maintained, not reversed, $22.8M
  *   Minor works requests fully funded, $186.6M
  *   Lake Swano Dam Study, $1M
  *   Six major projects funded, $265.6M

     *   Olympic, Innovation and Technology Learning Center
     *   Lower Columbia, Center for Vocational and Transitional Studies
     *   Columbia Basin, Performing Arts Building Replacement
     *   Whatcom, Technology and Engineering Center
     *   Cascadia, CC5 Gateway building
     *   Edmonds, Triton Learning Commons

  *   Clean Buildings Compliance, $5.5M

     *   Asset Inventory
     *   Reporting

  *   Career Preparation and Launch Grants, $5M



The system requested alternative financing authority for three colleges. All requests were included in the proposed budget.

  *   Columbia Basin, Student Housing Construction
  *   Edmonds, Student Housing Acquisition
  *   Clover Park, Technical Training Facility Acquisition and Renovation
