Good afternoon SSEMC,
I'd like to express my appreciation to Brandon Kilgore<mailto:bkilgore at tacomacc.edu> at Tacoma Community College and Greg Cranson<mailto:gcranson at shoreline.edu> at Shoreline Community College for sharing information on today's Zoom popup meeting about how their colleges are making naloxone and fentanyl test strips available to students. And thanks, also, to all of you who were able to attend today. Below are resources shared during the meeting.
* Attached are photos and materials from Shoreline. As you might recall, Greg mentioned that 111 boxes of naloxone and 247 test strips were distributed the first month of their program. The second month, those numbers dropped to 43 boxes of naloxone and 69 test strips. Shoreline's yearly student headcount is about 5,000 to 5,200.
* Below my signature line is a message Tacoma Community College sent to staff and students about its Campus Naloxone (NARCAN) Distribution Program.
* Here's the link to apply for free naloxone from the Department of Health's Overdose Education and Naloxone Distribution program: https://redcap.doh.wa.gov/surveys/?s=DPP4FNJRJ3Y8XEEA. I asked Sean Hemmerle at DOH whether it would be appropriate to share this link with all 34 colleges, and his reply was, "Yes, feel free to share that application with any interested college or university that has the ability to distribute naloxone to lay people who are at risk of either experiencing or witnessing an overdose. As a reminder, we do not provide naloxone kits to school staff for their use, but we can offer technical assistance regarding naloxone purchasing if they have funding to do so." Once I receive approval from Sean, I'll send another email with more details about this program. It's been around for a while...pre-HB 2112<https://lawfilesext.leg.wa.gov/biennium/2023-24/Pdf/Bills/House%20Passed%20Legislature/2112-S2.PL.pdf?q=20240306121010>. Just a reminder: DOH also has another resource specifically designed to help colleges and universities acquire fentanyl test strips and naloxone under HB 2112. The priority deadline to apply is August 30: https://forms.office.com/pages/responsepage.aspx?id=F-LQEU4mCkCLoFfcwSfXLWhLvj_AP9VHsoKcApeHbeNUM0E0V1pGNENTTzhXQ0FHM1VLWk5YUElDQS4u. It's my understanding that you can apply to both programs. I'll let you know if I hear otherwise.
* Seattle & King County Public Health has supplied a few colleges with test strips and naloxone for free, which included training for staff. Subject: Campus Public Safety Launches Naloxone Distribution Program
Dear TCC Staff & Students,
Campus Public Safety is proud to announce the launch of our Campus Naloxone (NARCAN(r)) Distribution Program. This program is designed to educate campus members about the dangers associated with opioid overdose and give them the tools to help prevent overdose fatalities.
This program has been in the works for some time and is clearly needed as overdose deaths in our community have been increasing over the last few years. In fact, Washington has the highest per capita opioid overdose deaths in the Pacific Northwest, and the rates for youth opioid deaths in our state have tripled in recent years. Regrettably, Pierce County has some of the highest numbers in the state.
Naloxone is a lifesaving medication that reverses the effects of an opioid overdose. Some examples of opioids are heroin, fentanyl, methadone, OxyContin(r), and Vicodin(r). The medication is a safe and effective product that is approved by the FDA for over-the counter use. Furthermore, under Washington law, the state protects anyone who is helping someone suffering from a medical emergency from civil liabilities, including responding to an opioid overdose.
Our goal, as the Community's College, is to be prepared for anything that may happen to our thousands of students, visitors, and employees, but to also serve the broader community. TCC supports public health approaches as informed by state, local, and national professionals and believes mitigation and education is the best way to combat the opioid epidemic. Naloxone will be free to anyone who requests it as supplies are available, no questions asked.
Our program is growing as we are working with the Washington State Department of Health to receive trainings and supply us with Naloxone. See below for where to find Naloxone on campus:

* Counseling Center, Building 7
* Library, Building 7
In the near future you will also be able to access emergency Opioid Overdose Kits that will reside in the Safety Stations currently being installed across campus.
For specific steps on how to use Naloxone, frequently asked questions, and other related information, please visit https://www.tacomacc.edu/tcc-life/campus-services/naloxone. You can also come speak to Campus Public Safety directly for any questions you may have regarding this program and to set up training on how to use Naloxone. Given our status as an official state distribution center, we can also set up State Dept. of Health opioid response presentations and trainings to your department or classroom.
