WSSSC: as requested in yesterday's meeting, here is information below and attached that provides information on the Supports for Students Experiencing Homelessness (SSEH) pilot program. There are currently 8 community and technical colleges participating in the pilot. They are identified in the Year Two Information document.

Watch for information on how to participate in the program in Fiscal Year (FY) 2023, which begins this July 1, 2022. Since it is "opt in," we expect you will need to request the funds through an application process sometime between now and July 1.

Hi Joe,

A report is not legislatively required for the SSEH Pilot until December 2023. That being said, we've prepared 2-page updates to the legislature on an annual basis in an effort to advocate for additional resources.

Also, we have implemented a quarterly reporting process to assist the pilot colleges, SBCTC and WSAC in collecting data to fulfill the following legislative requirements for the report due December 2023:

  1.  The number of students experiencing homelessness or food insecurity, and the number of students who were in the foster care system when they graduated high school who were attending a community or technical college during the pilot program. The college board shall coordinate with all of the community and technical colleges to collect voluntary data on how many students experiencing homelessness or food insecurity are attending the community and technical colleges;
     * This requirement could be fulfilled by college participation in the Statewide Basic Needs Assessment efforts being leg by WSAC Fall 2022.
  2.  The number of students assisted by the pilot program;
     * This requirement is fulfilled by the use of student coding. SBCTC Policy Research Team then uses this coding to pull aggregated student demographic information from the Data Warehouse.
  3.  Strategies for accommodating students experiencing homelessness or food insecurity, and former foster care students;
     * The requirement is fulfilled by quarterly reporting process that provides an opportunity for colleges to share which accommodations and services were utilized most frequently, etc.
  4. Legislative recommendations for how students experiencing homelessness or food insecurity, and former foster care students could be better served.
     * This is being developed through ongoing formative and summative evaluation processes within the quarterly reporting process. Colleges participating in the pilot are expected to assist in the process of developing recommendations to the legislature.

Please let me know what other details I can provide. Nanette has been helping me manage the quarterly reporting process so she or I could demo the report survey for anyone who's interested in that level of detail.

Subject: SSEH Reports

Hi Jessica. At the WSSSC meeting today, I was asked if SSEH reports to the Legislature or similar reports of college efforts can be made available to help them determine if they want to opt in now that the funding is available. What do you recommend I share with them? I assume the reports live on the Legislature website somewhere as public documents, should I just point WSSSC there?

Looking forward to your guidance on this. Thanks.

Joe
