This information just went to presidents.  I'm attaching a spreadsheet that compares the ACE estimates from last week to the allocations posted by the Department today.  Please review all of the links below as they all provide important information about how to access the emergency student aid funds.



Good Afternoon,

The Department of Education has just posted updated CARES Act guidance<https://www2.ed.gov/about/offices/list/ope/caresact.html> on it's website.  The Department issued guidance needed for colleges to access the Student Emergency Aid Funding. This is 50% of the total amount that will be granted to colleges. The guidance is very clear, the Student Emergency Aid funds must be provided as grants directly to students. Some additional points:


  *   Signed certification that the college is following law.  If this certification is signed and submitted within the next few days through DOE's Grant portal, funds should be received by Wednesday April 15.  After that it will take 24 to 72 hours to process certifications and provide funds.
  *   Law is broad.  No need analysis required.  Colleges should have broad flexibility to distribute funds to students as you see fit.
  *   Colleges are not allowed to reimburse themselves with these funds for previous expenditures to help students.
  *   Reporting requirements are included in the certification.  Colleges will submit reports the DOE Grant portal.
  *   Have one year to spend funds from receipt.  Can spend on current students or future students.
  *   No limitations on students identified.

In their announcement earlier today, the Department of Education said they would provide guidance on the remaining 50% for institutions of higher education in two weeks. We will discuss this during tomorrow's 8:00 call.
