Subject: COVID-19 Update for April 9, 2019

These updates are now being sent on Tuesdays and Thursdays.  If you have questions, however, please feel free to call John Boesenberg or any other State Board staff member who could best respond.

The information listed below has come-up since Tuesday's message was sent.  It will be shared with the WACTC Commissions.  Additional information/details may be accessed through our Google Drive at https://drive.google.com/drive/folders/1PnHhItWpvNhUhhxrCq5LSzxjenmVS5nw

*       General Information:

  *   A complaint was received through the governor's new reporting process<https://app.smartsheet.com/b/form/09349a1c56844b539fea1c2cabd16d56?utm_medium=email&utm_source=govdelivery> for violations of his COVID-19 related proclamations.  The concern was around too many students coming onto campus to pick up equipment. It appears that The Evergreen State College distributed Chromebooks through their library to spring quarter registered students.  The complaint centered on the likelihood of many students showing up to get a Chromebook and the lack of correct social distancing.
  *   Amy Morrison and Eric Murray were featured in a Chronicle article  (https://www.chronicle.com/interactives/covid-closures-part-1) their experience during the early days of the outbreak in Washington.

*       Capital and Operating Budget
o   The Department of Education posted information on their website (https://www2.ed.gov/about/offices/list/ope/caresact.html) this afternoon concerning the CARE Act funds intended as emergency aid for students.  Although these funds will be provided to each institution, they must be provided directly to students as emergency grants.  Institutions cannot use these funds to reimburse themselves for funds already spent to support students affected by COVID-19.
?  To access the funds, colleges must complete and submit a certificate of agreement, essentially acknowledging the intent of the law and that distribution of the funds will comply with federal laws and regulations.
?  Completed agreements must be submitted through DOE's Grant.Gov portal.  Colleges without a Grant.Gov portal account must establish one, which typically takes 24 hours. Colleges submitting the forms by Saturday, should have access to the funds by Wednesday, April 15.  Submittals will typically take 24-72 hours to process.
?  Colleges have broad discretion is providing the funds to students.
?  Accountability information is attached to the Certificate of Agreement.  Notification on how to submit required accountability information will be sent in the future.
?  Colleges will have one year from receipt of funds to spend the funds.
?  Colleges may want to review local board policies and delegation of authority to determine where the authority to accept  federal funds lie.  That is, has the acceptance of grant/grant-like funds been delegated to the president/chancellor OR retained by the trustees.
?  It's anticipated that the other half of the CARE Act funds will be made available within the next two weeks.
o   Given the current level of operating budget uncertainty, several colleges are asking  trustees to adopt resolutions that provide for continued operations and authority provided to the president/chancellor to make any necessary budget transfers and expenditures.  These resolutions typically are in effect from July 1 through September 30.  However, duration of resolutions is a local decision.
?  Some colleges have delayed collective bargaining until the financial picture gets clearer.
?  Some are developing different budget scenarios.  For example, what does a flat budget look like; what does a 5% revenue decrease look like.
?  BAC has been asked to develop questions to help frame the budget reduction conversation.
o   Given the delayed start of spring quarter, enrollment numbers are still soft.  Some colleges report that early data shows spring enrollment levels down as little as 1% while others believe they are down 13% or more.

*       Instruction/ Student Services
o   The impacts of the COVID-19 crisis on the provision of financial aid has created lots of questions. State Board staff has worked with IC, WASSC, Financial Aid Council membership to develop the FAQ posted to the Google Drive in the "Remote guidance and support" folder.
o   Issues related to grading and the use/impact of pass/fail were are being discussed related to abbreviated spring quarters, inability to provide the hands-on, equipment intensive instruction during the Stay Home, Stay Healthy extended period and a letter from Washington State's Lt. Governor.  This letter and considerations provided by State Board staff were shared with college presidents.
o   Nursing Commission.  In partnership with other higher education sectors, State Board staff have worked with the Nursing Commission and the Governor's Office to get the flexibility from the Nursing Commission needed to ensure our students can graduate on time.  Although the Nursing Commission has moved positively to allow greater reliance on sim labs, they continue to want any additional flexibility to granted through a program at a time, through their petition process.
o   With the real threat of a recession on the horizon, colleges may want to revisit how their operations were affected during the last recession.  Areas like financial aid were hit hard as applications from out-of-work students increased. Additionally, as information on the CARE Act funds is communicated, the amount of need may overwhelm some offices.
*      Issues being worked:
o   State Board staff, working with IC are developing a list of other "essential" allied health programs and understand the impacts of the extended Stay Home, Stay Healthy order on these students.  The plan is to advocate for flexibility is clinical requirements with Department of Health and/or other regulatory groups and potentially clarify with the Governor's Office on their essentialness.
o   Follow-up with Senator Murray's office regarding possible college participation in the production of Personal Protective Devices.
o   Apprenticeship. The State Board's Workforce Office is  working to get information/guidance to the colleges within a few days on how to address these programs, given the extension of the Stay Home- Stay Healthy order.
o   Private For-Profit Colleges appear to be ignoring the Governor's Stay Home - Stay Healthy order to have face-to-face instruction.  State Board staff have connected with the Workforce Training and Education Board which oversees those colleges.

*      Event Cancellations/Changes (Newly Added/Updated in RED)

     *   Dual Credit Summit, March 16-17 cancelled and being rescheduled for fall 2020 (Looking at October 5/6, 2020)
     *   ATL Retreat, March 26-27, cancelled.
     *   Dean Community of Practice, March session cancelled.
     *   Bridge to College meetings have been converted to virtual convenings.
     *   Guided Pathway Work Plan review, March 12-13, is converting to an online modality (details to follow).
     *   Annual Students of Color conference April 23-25 Yakima cancelled
     *   All Student Services conference April 29-May 1 Tacoma, Student Services Commission has been re-scheduled to May 3-6, 2021.
     *   Team Teacher training at Centralia College, March13, 2020, Cancelled
     *   COABE Conference has been Cancelled/Postponed (Originally scheduled for 4/5-4/8, postponed till summer)
     *   AACC has been cancelled.
     *   Council for Basic Skills April Meeting has been cancelled
     *   Intercollegiate Relations Committee (ICRC) is spring meeting cancelled (4/16-17)
     *   AEAC has been cancelled Spring qtr.
     *   Articulation and Transfer Council spring meeting (April 23-24) moved to Zoom.
     *   Spring ATL (May 6-8) has been cancelled.
     *   Faculty of Color Mentorship Program spring retreat (May 15) has been cancelled.
     *   Spring Math Conference (April 30 - May 2)  has been cancelled.
     *   College EBT Retailer Application Webinar scheduled for 4/8/2020 - postponed
     *   Workforce Education Council, April 30 - May 1 - cancelled.
     *   Early Childhood Teacher Preparation Council, April 30 - May 1 - cancelled.
     *   Workforce Connections Forum, scheduled for May 18-19th, has been rescheduled to August 25-26th.
     *   HRMC meeting scheduled for May has been cancelled.
     *   Spring CEDD Corrections Education Deans and Directors quarterly meeting is moved to a virtual meeting on Zoom  It starts at 9:00 AM  to 4:00 PM on May 19, 2020 and 9:00 AM - Noon on May 20, 2020.
     *   PIC has changed its meeting from May 14 and 15 at Lake Washington to May 14 via Zoom.
     *   Rendezvous 2020, July 27-29 - Cancelled
