Hello all,

I'm just following up on this September email from Summer. Today, Katie shared the attached presentation with me.

  *   Choi and Julie - Will the overtime pay requirements affect any of our non-faculty employees? See slides 17-22.
  *   Bill and Marie - Do you think our workforce deans know about this upcoming rule?
  *   Everyone - It looks like a shutdown is likely to happen on November 17. Do we need to let the system know? Maybe it's a matter of re-issuing the email Choi sent (attached) when we were preparing for a possible October shutdown.  Or maybe the information has changed?

Along with Choi, I'm looping in Paul, Julie H, and Arlen.

Subject: Gainful Employment Rule

Hello all-
Attached (or a link below, I can't tell on my phone) is a summary of the gainful employment rule that was cleared this morning and will go into effect on July 1, 2024 (barring any delays from a shutdown).

As far as the programs affected, this is very similar to the last iteration of GE, in that for our colleges it will apply to non-degree, Title IV eligible programs. There are a number of approaches to mitigate the number of affected programs - mainly in the way they are embedded into degrees - but we do have terminal certificates that would be GE programs. As we move forward with badges, stackable programs, and other short term programs, this is something to bear in mind.

I will discuss this with RPC and data services as it relates to the workload, especially in the first year, and what we can provide to colleges in support.

Over fall quarter we will also run some initial reviews of the GE eligible programs we have currently, to see if there are any that are potentially at risk of not meeting the thresholds.

More soon - and I will be presenting on this through Bill Belden in a couple of weeks, and I am happy to present to any colleges or commissions and answer any questions I can (and send up the chain any that I can't).

It's not our first rodeo on this as a system, and we learned a lot last time. It is important though, and could potentially result in some challenges for some programs and for communication if we have any programs fail to meet thresholds. That said, we have been down this road before and we can manage both the workload and the risk.
