[LIBRARYDIR] Getting Laptops Returned

I have a follow up conundrum for you all. In our texting campaign a person
responded that the college laptop and their golf clubs were stolen. We
asked for a police report, but they did not report it. What other
documentation might you accept to waive the fines on a stolen laptop that
was not reported?
