Subject: Senate and House Operating Budget Proposals

Greetings!

The Senate and House have both released their proposals for the 2024 supplemental operating budget. The attached side-by-side summary compares our request against the three different proposals currently released.

Policy Investment Highlights

  *
Both the Senate and the House provided funding support for the continuation of curriculum development in Integrated Climate Solutions ($475K FY25) and expansion of existing programming for Refugee Education ($1M FY25).

  *
The Senate proposed an increase for Career Launch Enrollments ($1M FY25) and funding to expand the financial aid outreach and completion initiative pilot program ($850K FY25) established in 2SHB 1835.

  *
The House proposal included a modest investment supporting the SBCTC request to increase Bachelor of Science in Computer Science degree programs ($1.14M FY25), navigators to support students in Early Achievers Grant ($801K FY25), funding to support implementation of Opioid Prevention ($412K FY25) training at our colleges, and funding to support the full 1.0 FTE of Student Basic Needs Benefits Navigators ($553K).

  *
Both proposals included generous policy investments that support their priorities for the CTC system. Please see the attached for details.
