Chancellors and Presidents,

Yesterday, the House released its proposed 2024 supplemental capital budget. It includes $28.4 million in new funding for our system and funds our request in priority order, but less than the $30.6 million in the Governor and Senate budget proposals.

Attached is comparison document for each of the budget proposals compared to our request. Here is a summary of funding for our system in the House version:


  *   Repair funding for Bellingham Technical College Campus Center Building ($19.4 million, state bonds)
  *   Utility submeters to comply with the Clean Buildings Performance Standard ($8.4 million, climate commitment act; $170,000 building fees)
  *   Decarbonization planning, additional funding for colleges required to plan under HB 1390<https://lawfilesext.leg.wa.gov/biennium/2023-24/Pdf/Bills/Session%20Laws/House/1390-S2.SL.pdf?q=20240215143522> ($478,000, climate commitment act)
  *   Local financing authority for Renton Technical College renovation work in Building J ($2 million, local funding)
