Dear Presidents,

This afternoon, Governor Inslee released his proposed 2024 supplemental capital budget to the Legislature. The overall SBCTC request, including the addition of the Bellingham Technical College that was added by the State Board at last week's board meeting totaled $122.2 million. The governor’s overall proposed budget for SBCTC is $30.6 million.

Here’s a summary of the Governor’s proposed supplemental capital budget:


  *   Emergency repair funding for Bellingham Technical College Campus Center Building ($19.4 million, state bonds)
  *   Climate and greenhouse gas emissions (funding through Climate Commitment Act)

     *   Utility submeters to comply with the Clean Buildings Performance Standard ($8.5 million)
     *   Decarbonization planning for colleges subject to HB 1390 ($724,000)
     *   Building and building system retro-commissioning grants for community and technical colleges ($2 million)

  *   Local financing authority for Renton Technical College renovation work in Building J ($2 million, local funding)
