[DEOC] Conference Operating Budget Detail

Good people--

Iesha, thanks for forwarding that information from your president.

A few items to keep in mind as you digest the info:


  1.  $12m was allocated to Advance DEI Initiatives (ONE-TIME Funding in Conference). The conference totals are what you should pay attention to. Huge thank you again to those who responded to the survey a few months ago that allowed me to bring your words and experiences directly to the eyes and ears of the budget writers. I believe that this is in part a result of that.
  2.  WACTC is meeting on Thursday and Friday this week and it's likely that at their Friday business meeting they will be asked to provide input on allocation methods/models for this new system-wide funding (including maintenance adjustments) that impact the system/colleges. These recommendations will then go to SBCTC.
  3.  I believe it would be helpful to connect with your presidents in advance of their WACTC meeting to ensure understanding/alignment with your institution's EDI needs as they make these recommendations/provide input, as EDI is mission critical.
  4.  I haven't seen the decision package, but there may be something in there requiring colleges to submit plans on how monies will be used—presidents can confirm this, and I can ask Paul or Choi.
  5.  Invite Choi to an upcoming DEOC meeting. He has said he is happy to do a Q&A, so this may be a good time to extend that invitation. It may be helpful to have him come after mid-May when the budget is finalized. Happy to help with that or Robert can reach out to him directly.

Good morning, Presidents, Chancellors, and State Board members,



Attached you will find a detailed breakdown of the Conference Budget that was released yesterday. It compares our system request with the Governor’s proposal, the House and Senate individual chamber proposals, and the final Conference Committee bill.



As I stated in yesterday's summary, the most important thing to note is that our COLA request was funded at 100%. This is shown in several lines over the first page of the attached PDF. The key item is called “Compensation Support” which is funded at $54,874,000. This is to make up the difference between the “normal fund split” for COLAs in a typical budget bill and the full funding from the General Fund that our system needed.



An interesting note is that the section in the appropriations act for our system (Section 605) has fifty-four (54!!) provisos. In the 2019-21 budget bill there were twenty-five, and in the 2015-17 budget bill there were twelve. As you already know, each proviso brings with it a separate set of accountability, financial reporting, and overall administrative resource cost.
