Good Morning,



Governor Inslee's Supplemental Operating Budget is very good for the Community and Technical College System.  The level of investment and the number of new initiatives is comparable to what is usually seen in a biennial budget.  Next year's appropriation to the system would increase by nearly $80 million (8%).  Every budget request from SBCTC is fully funded, along with three additional policy investments. The 3.25% salary increase provided to represented classified employees next year is extended to non-represented and exempt employees as well.  Faculty and technical college employees subject to I-732 will receive a 4.67% COLA next year (in line with increases in Seattle CPI).  See more about these highlights below and additional detail in the attached budget comparison.



Policy Investments:

1.       Cybersecurity Workforce* ($7.2 million) - Funds for 500 additional cybersecurity enrollments, a new center of excellence and systemwide training.

2.       Financial Aid Access & Support* ($6.7 million) - This investment would provide more student access by expanding resources in college financial aid offices and to community-based organizations.

3.       Integrating Climate Solutions* ($1.5 million) - Funds to support the infusion of climate science and climate justice in curricula across the system.

4.       Expand Homeless Student Assistance* ($2.9 million) - These funds would allow the pilot project serving homeless students at eight colleges to expand to all 34 colleges.

5.       Refugee Education* ($3.1 million) - Funds to expand existing programming will enable colleges and community-based organizations to build educational pathways that address the specific and varied needs of Afghan refugees.

6.       Commercial Driver's Licenses ($3.8 million) - To address the shortage of commercial truck drivers, the Governor's budget includes funds for the CTCs to expand the number of students served in Commercial Driver's License (CDL) certificate and training programs. The funds would also support a collaboration with the Department of Corrections to establish a pre-release CDL pilot program.

7.       Health Workforce Grants ($8 million) -  The Governor budget includes funds to provide additional opportunity grants for students entering the healthcare workforce.

8.       Healthcare Simulation Labs ($5.1 million)  - In the Governor's budget the State Board would administer grants to colleges to purchase or upgrade simulation laboratory equipment for nursing programs.



Salary Increases next year (FY 23):

*       Under I-732 rate increases, faculty and technical college classified employees will receive a 4.67% COLA next year. That would replace a 2.2% increase budgeted for I-732 next year.

*       Classified represented employees will receive a 3.25% increase as bargained with WFSE and WPEA, as well as $1,000 lump sum payments on June 30, 2022.

*       Exempt and non-represented employees will receive a 3.25% increase next year.

*       These increases are funded at a ratio of 85% State / 15% Tuition.  While it is not 100% State, this is a significant improvement over the recent ratios of 65%/35% and 70%/30%.



Other areas of interest outside our system budget:

*       $16.6 million for the Student Achievement Council to provide Career and College Pathway grants ($50 million over the next three years) to support regional partnerships between K12, higher education and community partners to increase postsecondary enrollment. Our colleges will have the opportunity to apply for these grants available on a competitive basis to "regional partnerships of higher education institutions, state registered apprenticeships, local school districts, community-based organizations, cities and counties, and other local entities that are invested in increasing job opportunities for individuals in their region and ensuring a well-prepared regional workforce."

*       The Department of Corrections would receive $121,000 to collaborate with SBCTC and the Department of Licensing to develop a prerelease commercial driving license training pilot program.

* SBCTC Supplemental Budget request item.  All requests were fully funded in the Governor's budget.
