[Wsssc] Proposed Changes in Recruiting WAC

Colleagues: I sent you a mark-up of proposed WAC changes drafted by the PIOs yesterday. Here is a summary of the changes in case helpful. I will touch on this at the WSSSC meeting today. WSSSC approval is not needed but input is welcome.  I've attached the proposed changes as well, so you can have both documents handy if desired.
