[Wsssc] BEdA waivers

Good morning,

Wondering if anyone has experience with tuition waivers coming up in the context of immigration status for students?  I have a student inquiring whether a tuition waiver counts as "government assistance," and whether that would jeopardize an immigration application.

Any insights welcomed.
