The Ed Tech side is concerned with the same issues -- the system is most fragile around wifi and 4G access, and faculty have understandably adopted video instruction to a much greater degree than every before.

We did some analysis of Panopto (our video instruction platform) usage this week; we believe that we're seeing usage climbing at an average, system-wide, of 4% per week.  Faculty are uploading Zoom recordings to Panopto to take advantage of its auto-captioning features as well.

That's all good, but we'll be seeing storage overages in the next month that are  higher than what we've seen in the past. It also creates a spike in the need for accessibility measures such as live captioning to supplement what colleges are able to do with closed captioning.

In the next phase of this, the emerging best practice  (nationwide and in our colleges) is to try to de-emphasize high-bandwidth video instruction and train faculty in better practice, more accessible asynchronous instruction. However, I think we'll still see video instruction increase at the same rate probably through Fall quarter.

Given this, I agree with Grant that the infrastructure priority is getting students good devices, adequate bandwidth, and secure connections for the next six months. The learning technologies are pretty resilient so far, but the infrastructure is problematic.

This is a little tricky, in that our colleges aren't all using the same software.  That said, there is a lot of overlap, good communication and sharing going on.

The ITC has pulled together weekly ITC COVID-19 Response Discussions.  (Heidi Wasem at Columbia Basin is hosting)
Primary topics have been:

  *   Zoom Licenses, security, use guidance
  *   Device allocation: ChromeBooks/Laptops -Loaners for students and staff.
  *   Internet access for staff and students: Mobile Hot-Spots / providing links to local internet providers w/ free or reduced programs; and businesses who provide free WiFi in their parking lots / (some) colleges are providing WiFi in designated parking lots to provide access from your car...(when you don't have access at home).
  *   Software deployments and instruction tools/training
Other issues include:

  *   Patch management:  Making sure staff are following guidance to ensure their 'work' laptops are getting the security updates.  And sharing best practices for their personal computers at home.
  *   Phishing scams are always a significant risk;  A remote workforce may make us more vulnerable;  Asking staff to be diligent and careful.  When in doubt call your IT dept.
