[Wctcca] Vote for Eastern Rep

Hi All,

Paris Davis from WWCC has expressed an interest in being the WCTCCA Eastern
Representative and I want to put out a vote to the members at large.  This
is a pretty informal way to make a vote but I am doing my best right now.
