Was the student in Washington with the parent? Can they use the affidavit?
Otherwise, I think you're fine to give residency as a financially dependent student, since we would look back to the date that the parent applied for the change of status even if they had a contrary visa.
Final option, assuming the student is on an E2 visa and has been here for a year prior to the start of your term, you could qualify them under (f) but, all things considered, using the affy achieves the same thing and is state aid eligible.
Sorry if that's confusing, I am currently under-caffeinated.

Hello all,
I have a financially dependent student whose parent is an Italian citizen with an E VISA issued 9/20/24. He moved to WA in July, transferring to the US with the same company that he works for in Italy, and has documentation that he was here starting in July working and getting the visa ironed out. As our fall term starts in August, the visa issue date is later than the start of our term. Assuming all other documents are in order, would you give residency?
