Hi Jill,

Anyone can have a domicile in Washington (including undocumented parents). Only parents who are unable to do so are those on specific visas that require them to be domiciled in another country. I do not think an E visa is included. Are you looking for a date to use as a reference point for the eligibility year? Does the parent have an      I-94 or EAD with a July 2024 date?

Hello all,
I have a financially dependent student whose parent is an Italian citizen with an E VISA issued 9/20/24. He moved to WA in July, transferring to the US with the same company that he works for in Italy, and has documentation that he was here starting in July working and getting the visa ironed out. As our fall term starts in August, the visa issue date is later than the start of our term. Assuming all other documents are in order, would you give residency?
