[LIBRARYDIR] forgiving old fines/fees

At Highline we don't have fines, we just have fees for lost items. We haven't decided on the specifics, but we will probably forgive  the majority of old fees as part of our pre-migration cleanup of the patron database.

Yes. At some point it costs more to pursue the collection of the fine than the amount of the fine itself.



We've no firm date of when we halt collections, but with the migration we will be clearing most fine collections unless they are of non-library owned equipment and even then we sometimes forgive the fine if the equipment is no longer used in any courses (and the department of ownership has no interest in collecting it).

Shellie just helped us with a patron purge, and we still have loads of records.  Thinking ahead to migration.
