Dear State Board Members, Chancellors, and Presidents,



Washington community and technical colleges (CTCs) enrolled 121,089 full-time equivalent students (FTES) in spring 2021, down 5 percent (-6,171 FTES) compared with spring 2020. Colleges enrolled 84,400 state-funded FTES, down 6 percent (-5,759 FTES), and 35,516 contract-funded FTES, down 2 percent (-771 FTES), in spring 2021. Student-funded enrollment in spring 2021 was 1,173 FTES, up 44 percent (359 FTES) compared with the same quarter last year.



Annualized CTC enrollment for academic year 2020-21 was 144,442 FTES, down 11 percent (-17,459 FTES) compared with academic year 2019-20. For state-funded students, colleges enrolled 103,113 FTES in 2020-21, down 12 percent (-14,005 FTES). Contract-funded annual enrollment was 38,831 FTES, down 8 percent (-3,199 FTES), and student-funded enrollment came in at 2,498 FTES, down 9 percent (-255 FTES).



Compared with spring quarter 2020, spring 2021 enrollments were up for:



  *   Apprenticeship: 3,015 FTES, up 35 percent (789 FTES)
  *   Applied Baccalaureate: 4,341 FTES, up 9 percent, (368 FTES)
  *   Basic Education for Adults: 10,325 FTES, up 7 percent (684 FTES)
  *   Corrections Programs: 1,845 FTES, up 9 percent (147 FTES)
  *   eLearning: 104,355 FTES, up 32 percent (25,191 FTES)
  *   I-BEST: 2,696 FTES, up 23 percent (506 FTES)
  *   Running Start: 23,155 FTES, up 0.1 percent (13 FTES)
  *   Worker Retraining: 5,714 FTES, up 7 percent (358 FTES)



Enrollments were down for:



  *   Basic Food, Employment and Training (BFET): 2,781 FTES, down 16 percent (-526 FTES)
  *   International: 4,832 FTES, down 33 percent (-2,329 FTES)
  *   International Contract: 3,805 FTES, down 21 percent (-985 FTES)
  *   WorkFirst: 753 FTES, down 31 percent (-342 FTES)
