Subject: COVID-19 March 16 Update

The information listed below has come-up since Friday's message was sent.  This information was also sent to each Commission.  Additional information/details may be accessed through our Google Drive at https://drive.google.com/drive/folders/1PnHhItWpvNhUhhxrCq5LSzxjenmVS5nw.

·       General Information:
o   Governor Inslee released a statement Sunday evening temporarily closing restaurants, bars, entertainment and recreational facilities.
§  Restaurants may still offer take-out and delivery services but no in-person dining.
§  Additionally, all gatherings of over 50 participants are prohibited and all gatherings under 50 participants are prohibited unless public health and social distancing criteria are met.
§  The statement did not indicate how long these restrictions would be in place.  However, today Governor Inslee indicated that his proclamation stating the restrictions would be in place for 2 weeks, through March 31 (unless extended).  You can find the proclamations (20-13 affecting restaurants, beverage services and areas of congregation; 20-14 limiting gatherings; 20-15 waiving some statutes related to license renewals.  Copies of the proclamations are posted on the Google Drive and can also be seen at https://www.governor.wa.gov/office-governor/official-actions/proclamations.
o   Guidance on application of the Open Public Meetings Act was provided by the AG's Office and is posted to the Google Drive (First document on the left at https://drive.google.com/drive/folders/1FAS-3AX_qNvzaLX7HA1liqGXymJ8FtQH)  This advice was develop from the Open Meetings Act and did not consider a separate statute requiring higher education institutions to provide opportunity for public comment.
o   Childcare Centers - Colleges are taking similar approaches to maintaining this service safely and consistent with Governor Inslee's priority.
o   Tracking COVID-19 related costs.  Guidance and a tracking tool (spreadsheet) were provided on Saturday to track and report costs to the Military Department and OFM.  SBCTC is working to develop additional codes related to tracking COVID-19 leave use and costs.
·       Employment Information
o   Student employment - colleges are thinking creatively to continue paying student workers.  Ideas shared included:
§  Providing a script and having students engage other students, encouraging their re-enrollment, checking in with them.
§  Helping custodians/maintenance employee deep clean facilities.
·       Instruction/Student Services
o   Guidance is being developed clarifying Governor Inslee's 20-12 Proclamation prohibiting in-person classes except those that are lab or clinic based  - if there's social distancing or clinical protocols aligned with public health guidelines are followed.
o   The federal government has provided guidance supportive of the temporary move to online programs<https://www.nafsa.org/regulatory-information/online-coursework-taken-abroad-under-school-covid-19-policies> for those holding student visas.
o   Student Veterans Update:  Both the US House and Senate Veterans Affairs Committees are fast tracking legislation to fix the problem with the approach taken by VA.  As a possible result, it appears that the VA is backing off on its previous position awaiting passage of the legislation.  See the advisory sent to State Approval Authorities (both WSAC and WTCB) below:

Education Service is preparing guidance for schools that have changes in training modalities and operation statuses due to COVID 19.  However, Congress has introduced legislation that, if enacted, will alleviate the impact to GI Bill beneficiaries for a switch to pursuit solely through distance education.  In order to avoid confusion and the need to make multiple changes to enrollments, VA is asking all schools to temporarily refrain from making any adjustments to enrollment certifications if training has changed due to COVID 19.   VA will provide further guidance by Wednesday, March 18th.
With this updated notice, we are rescinding all SCO FAQs that you may have received via email on the morning of 13 March 2020.
o   Correctional Education.  SBCTC sent several messages on Sunday to colleges with Correctional programs
§  Related to DOC's announcement of enhanced screening protocols, including temperatures being taken and completion of screening questionnaires.
§  Activation of DOC Emergency Operation Command Center and their intent to continue delivery of educational services through social distancing and other preventative measures.  It was recommended that colleges be prepared to implement their DOC suspended operation procedure (Similar to a partial/full lockdown.)
o   The SBCTC's BEdA team sent notice concerning its WebEX on March 20th to provide guidance, answer questions and provide a format for college to share their innovative ideas with each other.  The first session will cover:
§  Grant process
§  Counting hours
§  I-BEST guidance
§  Access to HS+ and I-DEA
§  Concerns around posttest rates, updates on test exceptions, etc.
o   Running Start.  SBCTC is continuing to work with OSPI to get guidance on the ability to enroll Running Start students when high school counselors are not available.  An update will be provided during Tuesday's 8am WACTC conference call.

     *   ATL Retreat, March 26-27, cancelled.

     *   Bridge to College meetings have been converted to virtual convenings.
     *   Guided Pathway Work Plan review, March 12-13, is converting to an online modality (details to follow).
     *   Annual Students of Color conference April 23-25 Yakima cancelled
     *   All Student Services conference April 29-May 1 Tacoma, Student Services Commission considering cancelling.
     *   Team Teacher training at Centralia College, March13, 2020, Cancelled
     *   COABE Conference has been Cancelled/Postponed (Originally scheduled for 4/5-4/8, postponed till summer)
     *   AACC has been cancelled.
     *   Council for Basic Skills April Meeting has been cancelled
     *   Intercollegiate Relations Committee (ICRC) is spring meeting cancelled (4/16-17)
     *   AEAC has been cancelled Spring qtr.
     *   Articulation and Transfer Council spring meeting (April 23-24) moved to Zoom.
     *   Spring ATL (May 6-8) considering cancellation.
