Subject: COVID-19 March 17 Update

The information listed below has come-up since yesterday's message was sent.  This message is also being forwarded to commission members via their listservs.  Additional information/details may be accessed through our Google Drive at https://drive.google.com/drive/folders/1PnHhItWpvNhUhhxrCq5LSzxjenmVS5nw.

*       General Information:
o   Guidance will be provided by the State Board on language use to ensure communications are consistent with Governor Inslee's proclamations and communicate that colleges are continuing to serve students through remote operations, on-line classes and social distancing for classes requiring hand-on/equipment learning.  Care should also be taken with language that may have specific meaning and associated costs within a collective bargaining agreement but a different meaning with communicating with students- i.e., "essential" vs. "core" services.
o   Tracking Costs - The Military Department and OFM are requiring state agencies and institutions to track COVID-19 costs, including lost revenue to the state.  (This is a correction from information I provided during the daily WACTC call.)  Cost examples include:
?  Salaries/benefits of staff dedicated to COVID-19 planning and response activities
?  Supplies, goods and services
?  Lost revenue to the state
?  Overtime costs
?  Public Information
?  Temporary Staff
?  Increased janitorial or decontamination services
?  Salary costs for 14-day administrative leave after potential exposure
?  Grants, Benefits and Client Services
?  Other things not yet identified.
This request and information was sent to BAC and BAR on 3/14.
o   State Board has had conversations with the Governor's Office and OFM concerning enrollment declines and the resulting decrease in tuition collections.  There is clear interest in capturing this information once it becomes available in spring quarter. (Delayed due to spring quarter start being delayed at many colleges.)
o   Dining facilities.  Consistent with Governor Inslee's 20-13 proclamation, college dining facilities should not provide any sit-down food or beverage service through March 31.  The proclamation is clear concerning continuation of delivered or take-out food/beverage service.  This same proclamation prohibits the operation of all retail stores through March 31, unless they designate an employee who must establish and implement social distancing and sanitation measures.

*       Employment Information
o   OFM HR has a web page devoted to providing COVID-19 HR related information to state agencies.( https://www.ofm.wa.gov/state-human-resources/coronavirus-covid-19-hr-guidance-state-agencies).  A recent update to the page is a table that provides options for employees who can't telecommute to stay in pay status through use of leave (vacation, sick, shared) or, when self-quarantined, administrative leave.  The table can be found at the bottom of the page, under the heading "NEW: What leave should be used if telework isn't an option for an employee?"
?  As you review this information, keep in mind that it's targeting civil service employees.  The information/guidance may be helpful, instructive or not applicable as you consider its application to other employee groups (i.e., tech college classified, exempts, temporary employees.  Also, remember that you may have notice and bargaining obligations if staff are represented.
?  As requested in Monday's WACTC call, several districts have forwarded their telework policies and forms to the State Board for posting on the Google Drive, posted in the "Employee Guidance" folder.
o   As a precautionary measure, the Department of Retirement Services is no longer providing "walk-in" service for members of the state retirement plans (PERS/TRS). Members may still get help through e-mail and phone conversations. No decision has not been made as to how long this will be in place, but likely at least through March 31.

*       Instruction/Student Services
o   State Board staff are currently working the Governor's Office and Instructional Commission to clarify classes considered "lab" and "clinic" within the CTC environment.  We expect that clarification to be available on Wednesday, March 18 that will result in guidance from the State Board.
o   Several colleges are beginning planning for spring quarter, and maybe even summer quarter, to be entirely on-line (excepting lab and clinic classes).
o   The American Dental Association issued a statement on March 16 recommending dentists nationwide to postpone elective procedures for the next 3 weeks. See the statement at https://www.ada.org/en under the header "ADA Statement on COVID-19.")  This may impact local dental clinics operated by colleges.
o   Colleges are being surveyed to get clarity regarding transition to on-line for spring quarter and academic calendar changes.  The survey was sent to VPI's.
o   Running Start.  State Board staff are currently working with OSPI to address the lack of high school counselor approval on enrollment verification forms.  An approach has been discussed with VPI's and will be vetted with OSPI. (i.e., enrolling student now and get form signed in late April, when K-12 schools are scheduled to reopen.)
?  Superintendent Reykdal, interviewed on the March 16th Seattle Morning News with Dave Ross addressed questions related to the role of Running Start to help students graduate.  Essentially, stating that the college system has an important role to ensure high school seniors meet the graduation requirements this spring though their on-line offerings.
?  Colleges may want to consider how to promote this option in their areas.  State Board will work through OSPI to see how they will promote this option.
?  Staff are also pursuing clarity on Running Start billing questions.
o   The Northwest Athletic Association (NWAC) has cancelled spring sports.  See their statement at https://nwacsports.com/general/2019-20/releases/20200316i92yoe.


*       Event Cancellations/Changes (Newly Added/Updated in RED)

     *   Dual Credit Summit, March 16-17 cancelled and being rescheduled for fall 2020 (Looking at October 5/6, 2020)
     *   ATL Retreat, March 26-27, cancelled.
     *   Dean Community of Practice, March session cancelled.
     *   Bridge to College meetings have been converted to virtual convenings.
     *   Guided Pathway Work Plan review, March 12-13, is converting to an online modality (details to follow).
     *   Annual Students of Color conference April 23-25 Yakima cancelled
     *   All Student Services conference April 29-May 1 Tacoma, Student Services Commission considering cancelling.
     *   Team Teacher training at Centralia College, March13, 2020, Cancelled
     *   COABE Conference has been Cancelled/Postponed (Originally scheduled for 4/5-4/8, postponed till summer)
     *   AACC has been cancelled.
     *   Council for Basic Skills April Meeting has been cancelled
     *   Intercollegiate Relations Committee (ICRC) is spring meeting cancelled (4/16-17)
     *   AEAC has been cancelled Spring qtr.
     *   Articulation and Transfer Council spring meeting (April 23-24) moved to Zoom.
     *   Spring ATL (May 6-8) has been cancelled.
     *   Faculty of Color Mentorship Program spring retreat (May 15) has been cancelled.
