*       General Information:
o   Governor Inslee issued an executive order closing K-12 schools across Washington State, effective at 12:01 am Tuesday, March 17, 2020 through Friday, April 24.  Proclamation will be issued later today.
o   Governor Inslee issued an executive order requiring colleges and universities throughout Washington State to move to an on-live format, social distancing for prof/tech courses that cannot be taught on-line, limited services on campus -  effective Monday, 12:01a.m, Tuesday March 17 through Friday, April 24.  A proclamation will be issued later today.
*       Employment Information
o   See Head Start Section for ability to continue paying Head Start employee if the center closes.

*       Instruction/Student Services
o   Colleges will be surveyed to get clarity regarding transition to on-line for spring quarter and academic calendar changes.  The survey  will be sent to VPI's.
o   Educational Technology Updates: A conference call was held this morning with SBCTC staff and Allied Health/Nursing deans and directors to discuss the impact of executive order issued earlier this week about restricting access to nursing care facilities. Next steps:
?  A survey will be administered to our colleges this afternoon asking about needs for online secure testing and how the SBCTC can assist; and about the challenges faced by college employees and students if moving to a remote operations environment.
?  Letter being prepared for the Governor to request clarification of messaging extending from the executive order and how to best share communication to impacted student groups; and WAC changes that may need to be addressed regarding the offering of clinical hours in a simulation environment versus at a site; and the overall need for personal protection equipment for our students and employees in clinical settings.
?  SBCTC to provide clarity on the impact of incomplete grades and clinical hour thresholds not met.
o   Student Veterans Update:  A bill was introduced today to encourage the Department of Veterans Affairs Secretary to treat programs that may be forced into an online environment due to COVID 19 related reasons as residential programs; so not to negatively impact student veterans. Waiting for documentation.
o   Correctional Education.  SBCTC sent message earlier today to Correction Education Directors concerning a confirmed COVID-19 case at Monroe and possible future decisions by DOC.  At this time, folks are encouraged to conduct educational activities as normal as possible, until/unless DOC directs otherwise.
o   Proctoring Tools.
o   State Board is working on a contract with Honorlock at the rate of $4.50 per test (55,556 tests) for use in the short-term (Wtr & Spring).
o   Once the contract is signed, State Board will make the service available to current Honorlock customers and colleges who have not currently settled on a system but need help.
o   Current Respondus customers have been offered free proctoring (Respondus Monitor) through June - that's contingent on their having licensed LockDown Browser.
o   Through Spring, SBCTC e-Learning work will work on a case-by-case basis with colleges that currently have no agreement in place but prefer to use Respondus rather than Honorlock.  eLearning will cover these new users' initial LockDown Browser licensing fee (roughly  $3K - $7K, depending on institutional size). This allows these colleges to take advantage of the 'free' Respondus Monitor offer.
o   Any absolute outliers who need support will be addressed on a case-by-case basis after an evaluation of need.
o   eLearning will conduct a normal proctoring tool RFP in spring/summer 2020 to put 2-3 contracts in place for system use.
o   Additional Measures in support of distance learning-style:
*       Subsidize eTutoring implementation fee for new members (potentially 4 colleges, $4,000.00).
*       Scale tutor training as necessary by adding contracted tutors.
*       Subsidize live captioning for agency events, webinars, and meetings.
*       Head Start
o   The Office of Head Start sent out a bulletin today (See Google Drive, Employee Guidance Folder) advising grantees to work with local health authorities related to closure of centers.  They also are "direction programs to continue to pay wages and provide benefits for staff unable to report to work during center closures due to COVID-19.  They state that during center closures staff should continue to engage families/deliver service remotely, to the extent possible.
*       Zoom Licensing
o   Additional temporary licenses have been provided to assist with online education and telecommuting needs.  Since these temporary licenses became available Friday afternoon 3/6, we have added over 4,200 temporary Zoom Pro licenses spread across 22 of our colleges.
*       Event Cancellations/Changes (Newly Added in RED)

     *   Dual Credit Summit, March 16-17 cancelled and being rescheduled for fall 2020 (Looking at October 5/6, 2020)
     *   ATL Retreat, March 26-27, cancelled.
     *   Dean Community of Practice, March session cancelled.
     *   Bridge to College meetings have been converted to virtual convenings.
     *   Guided Pathway Work Plan review, March 12-13, is converting to an online modality (details to follow).
     *   Annual Students of Color conference April 23-25 Yakima cancelled
     *   All Student Services conference April 29-May 1 Tacoma, Student Services Commission considering cancelling.
     *   Team Teacher training at Centralia College, March13, 2020, Cancelled
     *   COABE Conference has been Cancelled/Postponed (Originally scheduled for 4/5-4/8, postponed till summer)
     *   AACC has been cancelled.
     *   Council for Basic Skills April Meeting has been cancelled
     *   Intercollegiate Relations Committee (ICRC) is spring meeting cancelled (4/16-17)
     *   AEAC has been cancelled Spring qtr.
     *   Articulation and Transfer Council spring meeting (April 23-24) moved to Zoom.
     *   Spring ATL (May 6-8) considering cancellation.
