Subject: COVID-19 - March 11, 2020 Update

The message is being sent via the WACTC listserv on March 11, 2020.  It is also being sent through the Commission listservs.  Please let me know if you have concerns

The information listed below was discussed during this morning's WACTC conference call or has come-up since yesterday's message was sent.  Additional information/details may be accessed through our Google Drive at https://drive.google.com/drive/folders/1PnHhItWpvNhUhhxrCq5LSzxjenmVS5nw.

*       General Information:
o   Earlier today, during his 10:15 press conference, Governor Inslee announced the following:
?  In King, Snohomish and Pierce Counties, a prohibition of all events of more than 250 people, including large conventions or conferences, sporting events, concerts, fundraisers or other recreational events.  This could be expanded to other counties as necessary.
?  Strong recommendation that high-risk populations avoid social and recreational contact with others.  For the workplace, strongly recommends maximizing telecommuting options, implementing social, distancing, additional cleaning for public transit.
?  Not planning to call for widespread school closures but is asking for school district to make contingency plans for services to families in need if schools were closed (free/reduced price means, distance learning, child care)

o   Governor Inslee's Office stood up a website yesterday afternoon which can be found at https://www.governor.wa.gov/issues/issues/covid-19-resources.
o   SBCTC will approach the State Department of Health to see if it can provide contact information for a resource dedicated or partially dedicated to responding to CTC questions/concerns.
o   SBCTC will approach ESD Commissioner to discuss possible UI benefits for working students unable impacted/stigmatized by COVID-19.
o   OSPI website includes tracker for closed schools https://www.k12.wa.us/about-ospi/press-releases/novel-coronavirus-covid-19-guidance-resources
o   Expect and plan for impacts to spring quarter.  News outlets are indicating that areas outside of central Puget Sound are 2-3 weeks behind King/Snohomish counties.
o   ctcLink Business Process Fit Gap sessions are prepared to be completed via WebEx.  Specific information will be provided in near future.
*       Employment Information
o   As noted above, Governor Inslee is recommending high-risk populations to limit their contact with others and encouraging maximization of telecommuting options.  This may impact employees who meet those risk factors.
o   Options Available to continue employee income:
?  Telework.  The Governor is encouraging agencies to maximize telework opportunities and the think creatively about assigning work to employees that would allow more telework opportunities.
*       WWU is encouraging employees to engage in on-line professional development, especially if their positions do not lend themselves to telecommuting.  See https://wp.wwu.edu/hr/2020/03/06/suspended-operations-training-options/
?  Suspended Operations/Inclement Weather policies and procedures typically provide for continuing pay for at least the first day of the suspended operation.  WFSE/WPEA civil service employees required to go to work during suspended operations will get premium pay.
?  Administrative Leave.  Yesterday, the Governor and OFM adopted emergency policies providing up to 14 days of paid time for state employees who self-quarantine as required by CTC guidelines.  Although information provided indicated that the additional leave was not applicable to higher education, that emergency policy may be used by institutions to continue paying employees meeting the restrictions.
*       State civil service bargaining law (RCW 41.04.040(4) gives management the right to take whatever actions are deemed necessary to carry out the mission during an emergency.  The Governor's declaration of an emergency and this statute provides community colleges the authority to provide administrative leave for up to 14 days for employees who meet some defined or restricted circumstances - if you can afford it and believe it is necessary to carry out your mission under these emergent  circumstances.  Community College would need to provide notice to the union and OFM may bargain impacts for the colleges it represents, if the union want to bargain.
*       Consider extending the administrative leave to other employee categories meeting the restrictions described above, including faculty, exempt employees and tech college classified.  If the employees are represented and you determine this is a direction your institution wants to pursue, provide notice and the opportunity for unions to bargain impacts (if they choose to bargain).
*       OFM Labor Relations is planning to be provide guidance to the colleges it represents in civil service bargaining.  My understanding is that it will be sent out later today or tomorrow morning is will be consistent with the information summarized here.
?  Use of accrued sick or vacation leave, depending upon situation and college policy.
?  Shared Leave.  HB 2739 (https://app.leg.wa.gov/billsummary?BillNumber=2739&Year=2019&Initiative=false) passed the Legislature on March 10, 2020.  The final version allows for the use of shared leave if an employee or relative/household member is isolated or quarantined as a result of suspected COVID-19 - through this emergency period.  The bill provides additional flexibility in administration of shared leave related to COVID-19.  I assume the Governor will sign the bill soon and it includes an emergency clause.
?  Shared Leave Pool.  RCW 41.04.680 (3) (https://app.leg.wa.gov/RCW/default.aspx?cite=41.04.680) provide higher education institutions broad authority to establish a shared leave pool through local policy that "meets the needs of the employees under their respective jurisdictions.  The Google Drive site includes additional information on employee notices establishing a shared leave pool.
?  UI and Personal Family and Medical Leave benefits.  See the quick information poster at https://esdorchardstorage.blob.core.windows.net/esdwa/Default/ESDWAGOV/newsroom/COVID-19/COVID-19_Scenarios%20and%20Benefits.pdf
o   WPEA/WFSE contracts bargained by OFM Labor Relations provide for temporary layoff of up to 90 days.  ESD's emergency rules and Standby program eliminate the need for employees in this situation to search for work.  See Google Drive for copies of the emergency rules.
*       Instruction/Student Services
o   Informal poll of VPIs shows that 11 districts are moving to mostly on-line format for winter qtr. 12 are not.  For spring qtr., 6 are planning to move to on-line delivery; 9 are not and 8 maybes.
o   We continue work to get clarity/flexibility from DOD on the impact of transitioning to on-line instruction on veteran's housing allowance.  At this time March allowances have been paid and we're trying to get flexibility on April and beyond.  If it's determined we need to engage federal legislators, State Board will provide a template for local use in writing our senators/representatives.
o   State Work Study - WSAC indicates that institutions can continue to pay SWS as long as the employer is continuing to pay its employees in similar circumstances and the employer continues to pay its share of the gross student wages for those hours.
o   Academic Calendars - Several colleges are moving towards shortening or extending winter quarter, delaying spring quarter.  Delaying the start of spring quarter for students could provide time for professional development for faculty transitioning to on-line instruction.
o   Grades/Enrollment data deadlines - State Board will work with colleges having difficulty meeting timelines due to COVID-19.  Please call Carmen McKenzie (360-704-4369) or Grant Rodeheaver (360-704-3939) to work out details.
o   Several colleges that are transitioning to on-line may continue to have prof/tech courses and/or lab-based courses meet in-person.  Additional cleaning to sanitize the lab/classroom is being undertaken and additional social distancing (i.e., limiting classes to 10 students at a time).
o   Governor Inslee's new rules restricting access to nursing homes and assisted living facilities (See "From the Governor" folder in the Google Drive) is impacting some allied health programs. State Board staff is scheduling a conference call with the Allied Health Deans to discuss.
o   Grant Applications/Grant invoicing.  Most deadlines remain unchanged. However, see Google Drive for any changes to the deadlines.
o   NW Commission on Colleges and Universities forwarded guidance from  the Department of Education (posted on the Google Drive).
o   Educational Technology Support
?  Zoom re-provisioned K20's Zoom licenses and is offering them free of charge for 90 days. Upon the expiration of the free licenses, colleges can retain licenses at K20 pricing. SBCTC IT is distributing licenses to colleges.
?  Ed Tech is coordinating with secure online testing vendors already in place at some colleges to support immediate needs for online examinations;
?  Ed Tech is working with Panopto, our video instruction software and services provider, to rapidly expand access to Panopto's webcasting capacity;
?  Ed Tech staff is compiling a comprehensive list of Course Design Resources for new online teachers;
?  Alissa Sells of Ed Tech is offering "Yes you Can-vas" drop in webinar demonstrating simple course design techniques followed by an open lab for new online teachers.
*       Zoom Licensing
o   Additional temporary licenses have been provided to assist with online education and telecommuting needs. K-20 was successful in obtaining these temporary licenses at no additional cost. In addition to the Pro licenses, K-20 has also received an additional temporary Webinar licenses capable of hosting 1000 participants.
o   The temporary licenses will be available with full functionality through June 30, 2020, after which the temporary Pro licenses will revert to Basic licenses.
o   CTCs have been allocated 12,272 of the temporary Zoom Pro Licenses and 61 of the temporary Webinar license.
o   To request additional temporary licenses, please contact Kenn Nied knied at sbctc.edu<mailto:knied at sbctc.edu>  and/or Grant Rodeheaver grodeheaver at sbctc.edu<mailto:grodeheaver at sbctc.edu> .   Kenn and Grant are authorized within the existing license request mechanism for K-20.
o   State Board has proactively requested (1) temporary Webinar license (capable of hosting 1000 participants) be assigned to each institution.  This was put into place on 3/10/2020.
o   Since these temporary licenses became available Friday afternoon 3/6, we have added over 3250 temporary Zoom Pro licenses spread across 17 of our colleges.
*       Event Cancellations/Changes (Newly Added in RED)

     *   Dual Credit Summit, March 16-17 cancelled and being rescheduled for fall 2020 (Looking at October 5/6, 2020)
     *   ATL Retreat, March 26-27, cancelled.
     *   Dean Community of Practice, March session cancelled.
     *   Bridge to College meetings have been converted to virtual convenings.
     *   Guided Pathway Work Plan review, March 12-13, is converting to an online modality (details to follow).
     *   Annual Students of Color conference April 23-25 Yakima cancelled
     *   All Student Services conference April 29-May 1 Tacoma, Student Services Commission considering cancelling.
     *   Team Teacher training at Centralia College, March13, 2020, Cancelled
     *   COABE Conference has been Cancelled/Postponed (Originally scheduled for 4/5-4/8, postponed till summer)
     *   AACC has been cancelled.
  *   System Meetings Shifting to online/conference call
     *   WACTC March Meeting (Schedule remains the same)
     *   SBCTC March 23 - condensed to one day
