[BLC] Updated BAS Timelines

Good Morning! Please note that the timeline has been updated. The fall State Board meeting is now scheduled for
October 15-16, 2018. Please note, these dates are for Monday-Tuesday instead of Wednesday-Thursday.

The due dates are still the same as the previous draft sent as flexibility was built into the calendar in anticipation of a meeting change. Please note that the due date for the Statement of Need is July 18, 2018 but colleges are welcome to turn in documents before that date and encouraged to do so :).
