Capital Budget<https://www.sbctc.edu/colleges-staff/programs-services/capital-budget/capital-budget-detail>: Our community and technical college system's $103 million supplemental request targets reducing greenhouse gas emissions and funding two priority capital projects. The Center for Vocational and Transitional Studies at Lower Columbia College in Longview, and the Performing Arts Building replacement at Columbia Basin College in Pasco.





Discussion: Legislative funding solutions: fentanyl and tranq crisis in WA.

Summary of Concern:

  *   Fentanyl and opioids are causing a surge in deaths among 18-44-year-olds in Washington State.
  *   The drugs are inexpensive, and training resources are available.
  *   Fentanyl strips are accessible on most campuses, but trained safety personnel must administer them due to potential dangers.
  *   We have been asked to investigate the prevalence, concerns, and solutions on behalf of colleges.



Key Questions:

  *   How prevalent is this issue on your campus?
  *   Are there policies in place for handling overdose incidents?
  *   What programs exist to educate students about the dangers of these drugs?
  *   What legislative actions could effectively address this issue?



Proposed Solutions:

  *   Explore piloting a 1 FTE Health/Nurse position on campuses, following Green River College's successful model.
  *   Consider establishing full Health Centers at two colleges to provide comprehensive support, including behavioral health and substance abuse services.
  *   Other?



Additional Insights:

  *   Open to any further ideas, feedback, or insights regarding this issue to share with the Governor's office.



Input Session: Navigator Cohort & Strategic Plan
Develop a hunger-free and basic needs campus strategic plan by April 1, 2024

Report to the legislature on outcomes from implementation of the navigators and findings and activities from their respective hunger-free and basic needs campus strategic plans by December 1, 2025 and every other year afterward.

Each strategic plan must:
1. Identify campus food pantry policies that, in practice, create barriers to access and reduce or remove those barriers in the implementation;
2. Review and update methods to identify likely low-income and food-insecure students and conduct communications and outreach methods by the institution to promote opportunities Page 8 Washington State Board for Community and Technical Colleges 2023-24 Basic Needs Act //June 2023 for benefits assistance (such as basic food enrollment, working connections child care enrollment, referrals to the special supplemental nutrition program for women, infants, and children, affordable housing assistance) and emergency financial resources;
3. Assess the needs and advantages of the benefits navigators;
4. Identify opportunities for the institution and partnerships with community-based organizations to holistically support students' basic needs, access to benefits and community resources;
5. Facilitate discussions and generate recommendations amongst community stakeholders on the basic needs of the institution's geographic postsecondary student population; and
6. Assess the distribution of state funds for basic needs support provided to institutions of higher education and the tribal college.

WSSSC will have an opportunity to inform the 2025 decision package priorities. The final decision package will be reviewed by WACTC in the spring and presented to the SBCTC-BOT in summer.

Other WACTC Updates
Equity Committee - Topics include financial aid distribution and a presidents' academy on equity leadership.

The Transforming Lives Award event has been placed hold for a year. The program will be evaluated and redesigned through a DEI lens.

CTC-Link Common Business Processes: Establishing single processes across the system is critical to system efficiency. Per ctcLink Guiding Principles, the intention behind ctcLink is to align business processes. In the same way the State Board Policy Manual tells us specifically how to report enrollment or how to do other things, prescribed guidance for how some of these processes function will provide systemwide consistency. WACTC endorses and will help enforce the principle that when a common
business process can be implemented systemwide, it should be.
Benefits include
* Alignment of standards based on agreed-upon best practices.
* Streamlines system configuration, guidance, and training.
* Improves system-wide data consistency and reporting.
* Increases capacity at colleges and SBCTC by reducing the overall complexity of disparate configurations, customization, and practices.


Student Success software/tools

  *   In times of declining enrollment, student success software (along with the requisite training and staffing) provides a critical foundation for retention activities.
  *   Starfish, Navigate, Civitas, HighPoint are some of the products currently in use. About one-third of our colleges have not invested in student success software as they await a systemwide direction.
  *   ctcLink PeopleSoft (as delivered) does not provide the robust functionality of third-party products.
  *   ctcLink will only integrate one student success software product.
  *   To move forward, there must be an agreement to either (a.) pursue a single third-party product, or (b.) accept the status quo.

WACTC Vote: Option A
As a college system, we are willing to commit to a single implementation and configuration to
support a full two-way integration of student success software, including:
Elect to use the same tool systemwide and post RFP ASAP, which requires:
* Accept a single, fully integrated solution for the system
* Commit to a global, single configuration
* Commitment to define what student success looks like
* Agreement to create standard business processes
* Develop system requirements, which elements to track and report, both for the student and for
accountability of the system
* Transition plan for schools changing software
