Hello CiHS Administrators,

Please see the important information below regarding ctcLink guidance to ensure your CiHS classes are not charging fees for students. Additionally, please see how SBCTC defines a "course." More formal guidance to follow this fall.

(6) The definitions in this subsection apply throughout this section unless the context clearly requires otherwise.  (a) "Community or technical college" has the same meaning as provided for under RCW 28B.50.030.21  (b) "Course" means a class taught under a contract between an institution of higher education and a single high school teacher on an articulated subject in which the student is eligible to receive college credit (c) "High school" means a public school, as defined in RCW 27 28A.150.010, that serves students in any of grades nine through 12.  (d) "Institutions of higher education" has the same meaning as provided for under RCW 28B.10.016.29  (e) "College in the high school" is the program created under RCW 28A.600.287.

SBCTC interprets a 'course' in the bill language as a single class iteration of a course, taught by a single high school teacher. This means a 'class' or a 'section'.

ctcLink Guidance-
Per the Legislature - starting Fall 2023, College in the High School students will now be able to enroll in these courses at no charge.

If your institution is a part of this program, please take time to review the following steps to not charge students:


  1.  Use the attached spreadsheet* to find CiHS classes that will need to be reduced to zero.
     *   Have you rolled course/class fees? Do you need to reduce any other terms fees (2241, 2243, 2245)?
                                                               i.      If so, please use the same data to review those rolled classes for the

  1.  Update each fee to zero (and save.)
  2.  Allow the Sunday "all" tuition calculation job run to success.
  3.  Review accounts to confirm that the fee has been reduced to zero.

* The attached spreadsheet includes CiHS classes that use SBCTC coding guidelines (screenshot attached.) If you have classes/courses not included in this data, please inform the SF Team.

** Courses should be coded with a COURSE ATTRIBUTE "SCHS".  Courses must also be coded as contract funded with a funding source Course.  Attribute "SFND" value of "4" (contract).  Only college level courses may be coded as College in the High School.
