[Wactclc-alma] Films on Demand linking - help!

I have the "Films on Demand Master Academic Video Package" collection (Collection ID 6130556150002816) activated in Alma, with 40,002 portfolios.

We have some FOD videos that link properly from the Primo record such as: https://sbctc-olympic.primo.exlibrisgroup.com/permalink/01STATEWA_OLYMPIC/bhnnv2/alma991301454202816
And some FOD videos that do not link properly from the Primo record such as: https://sbctc-olympic.primo.exlibrisgroup.com/permalink/01STATEWA_OLYMPIC/1tve8k5/cdi_infobase_filmsondemand_57685

I can see from the URLs that there is a difference that is probably causing the issue but I don't understand CDI well enough to figure it out.  Why don't the videos all have the same URL configuration if they are set up identically in the same collection, and both videos work properly when testing the portfolios links using the "Test Access" function in each portfolio in Alma?

Both of the portfolios are configured identically in their "General" and "Linking" tabs:
