[Wactclc-alma] [EXTERNAL*]- Patron Welcome Letter shenanigans

We think it might have to do with the importing of the new CTCLink ID and
Alma reading this record modification as a "new record" thus triggering the
notification.  Whenever did get to the bottom of it but I noticed all the
erroneous messages were to patron records with the new number.
