[Wactclc-alma] Problems with Quarter Loan due dates

Thanks everyone for the help. Xinhang helped me identify the problem. I had
two TOUs at the library and institutional-levels both connected to the item
policy. Not sure why identical TOUs would've negated each other but after
deleting the library-level TOU the items now behave as expected.
