[Wactclc-alma] Blocking loans when item already checked out

Hi everyone,

Today I discovered that when an item currently on loan is checked out to
another patron, rather than triggering a message and blocking the loan,
Alma instead checks the item in and then back out to the new borrower.
While convenient, this is problematic because staff are given no indication
that the item was improperly checked in and erroneous fines may have
occurred. I can't seem to find the setting for this under Fulfillment >
General > Other Settings. Anyone know where to look?
