[Wactclc-alma] Some issues with Newsbank from another perspective

We won't be able to afford Newsbank after the subsidized period without
making significant and critical changes to our collection expenditures.
However, our faculty do love the local newspaper collections. I wish we
could just license that content at a reduced rate; some of our faculty are
building assignments and projects that require access to the historical
archives of the Puget Sound region local publications, and I'd love to
continue supporting that after 2020.
