[Wactclc-alma] Generate a Lost Item Bill

Thanks Kristi. I ended up checking the item in and back out to the
institution, changing the due date to one day out, and instructed them to
let the notifications naturally generate until they received the Lost Item
Bill. Next time I'll just compose an invoice independent of Alma as you
suggested.
