[Wactclc-alma] Publishing to OCLC not working

When we catalog a book, the box to publish is checked, but the newly cataloged books are not showing up in OCLC.  I don't know if the baseline publishing job was done at cutover or what I need to do.  We do need to do an OCLC Holdings Reclamation Project at some point.
