[RO] Handling of undetermined residency status

Hello Tracey,

These students are non-residents in our system pending verification and we have a general notice that they should anticipate that they may have to pay non-resident tuition if they remain enrolled and we cannot verify them prior to the end of the quarter.

Because WAC 250-18-025(2)<https://apps.leg.wa.gov/WAC/default.aspx?cite=250-18-025> requires that we accept residency applications until the 30th day of the quarter, there is no way to have every student's residence classification settled prior to course registration.  I don't think you would be able to block student registration for undetermined residency based upon this code provision alone.

You also want to make sure that you have the most up-to-date information when you make the residency determination, which is a factor in making a decision too early (as in, how do you look at the twelve months immediately prior to the start of a student's program if you're trying to make a determination 4 months prior to the start of the term?).

Additionally, due to the volume of applications we receive on our campus, it is not practicable to review them all prior to the start of the quarter or even before the tuition deadline, both of which also happen prior to the statutory deadline for residency applications.

Good Evening All,

We're trying to figure out the best approach to ensure student's residency are determined prior to registering for classes. We send a weekly email communication, but don't see much return on it.

I'm interested in knowing who uses service indicators to block registration for students with undetermined residency status, or how are you handling these students in general.

Also, how are you handling residency for your Running Start students who take summer quarter?
