These students are non-residents in our system pending verification and we have a general notice that they should anticipate that they may have to pay non-resident tuition if they remain enrolled and we cannot verify them prior to the end of the quarter.<o:p></o:p></p>

<p class="MsoNormal">Because <a href="https://apps.leg.wa.gov/WAC/default.aspx?cite=250-18-025">
WAC 250-18-025(2)</a> requires that we accept residency applications until the 30<sup>th</sup> day of the quarter, there is no way to have every student’s residence classification settled prior to course registration. I don’t think you would be able to block
student registration for undetermined residency based upon this code provision alone.

<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">You also want to make sure that you have the most up-to-date information when you make the residency determination, which is a factor in making a decision too early (as in, how do you look at the twelve months immediately prior to the start
of a student’s program if you’re trying to make a determination 4 months prior to the start of the term?).<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">Additionally, due to the volume of applications we receive on our campus, it is not practicable to review them all prior to the start of the quarter or even before the tuition deadline, both of which also happen prior to the statutory deadline
for residency applications. <o:p></o:p></p>
