[WSSSC] 2025 state legislative updates

Hello WSSSC,
Below is an update on the bills that are still active in the legislature. Since the majority of the bills have died, I wouldn't recommend using Bill Tracker 2025<https://docs.google.com/spreadsheets/d/1JXp-OIgqFNkhFpKmYhnfeI_Tjt-eMhjFVlcgoB9TE9U/edit?usp=sharing> unless it's for historical purposes.
