I want to follow up on the information shared with Presidents yesterday and extend this update to commissions, please see below. Given the uncertainty, I want to acknowledge the challenges and concerns that messages like this can bring. If you have any questions or need further clarification, please don't hesitate to reach out.

Additionally, for those awaiting their Grant Award Notification (GAN) from the Department of Education regarding TRiO grants, please be mindful that the terms and conditions may have been updated to align more closely with the administration's priorities. We strongly encourage you to review these carefully and, if you notice any amended language, consider consulting your Assistant Attorney General (AAG) before agreeing to the terms.

Subject: Releasing Federal Grants for FY26

I am writing to inform you about timing issues with federal grants for Fiscal Year 2026, starting on July 1, 2025. Mainly the grants in question are BFET, Workfirst, Perkins, and BEDA, although other smaller grants may be affected as well.

While we have received either the reassurance or notification of funding for these grants, SBCTC has not received the final terms and conditions for these grants in FY26. We understand the importance of these grants and are working diligently to finalize the award terms and conditions. Due to a high number of instances where federal grants, contracts, and awards have had onerous requirements added or unilateral changes to conditions, our AG's office has asked us to submit all terms and conditions to them for review.

Normally, we release these grants prior to July 1, but we are pausing this release schedule until the AG has determined that we can meet any changes to terms and conditions. We apologize for any inconvenience this delay may cause. If there are terms and conditions that we cannot agree to, there may be an additional delay in the release of these grants.

This means that your college may not have awards of these grants on July 1. However, if grant terms are acceptable and the AG's office recommends signing the new terms, then any grant activity undertaken by your college would be reimbursable all the way back to July 1.

Based on your risk tolerance, that means you may be "fronting" the cost of these grant activities. It is hoped that the grant terms and conditions are received, reviewed, and accepted prior to July 15. Overall, the timing is still up in the air.
