Good Morning,

Prompted by a proposal from the Northwest Athletic Conference (NWAC), College Presidents voted in July to recommend that the State Board increase the optional student athletic waiver to match that of NWAC's Oregon member colleges. Consistent with WACTC's recommendation, on August 29, 2024, the State Board adopted the attached resolution increasing the athletic waiver.
Under the authority provided in the resolution, colleges may waive up to 100 percent of the 15-credit resident operating fee for grant-in-aid eligible student athletes.  This is an optional waiver and the amount waived would apply to resident and non-resident student athletes.

While the State Board has adopted the resolution, there are several steps that need to occur before colleges can implement this new authority.  These steps include:

  *   NWAC bylaws need to be updated to reflect the new optional waiver.  NWAC leadership has been informed of the State Board's action.
  *   Colleges may want to consider the budget implications of increasing their waiver or their current mix of waiver and scholarship support provided student athletes.
  *   Consistent with the former waiver requirement, College Trustees must approve an increase in the waiver. As occurs now, colleges requesting a change in their athletic waiver amount will be asked to confirm their Trustees approval of the change.

Please note that, although there is additional waiver authority, Colleges are not required to change or update their current student athletic waivers. Also, the adopted resolution makes no changes to the current rules applicable to international students.

It's my understanding that letters of intent issued to student athletes for next year may begin as early as October 2024. Colleges considering a change to their student athletic waivers may want to complete their impact analysis and take the required actions prior to that time.
