I hope you each enjoyed a great week and can appreciate that winter is slowly coming to an end. Don't forget to set your clocks back this Sunday, March 12; time to spring forward!

Below include your hot-off-the-press Student Services legislative updates, sponsored by your humble colleagues at the state board.

STUDENT SERVICE BILLS (SBCTC Reps: Lauren Hibbs, Christine McMullin, Jennifer Dellinger, Yokiko Hayashi-Saguil)
HB 1559<https://app.leg.wa.gov/billsummary?BillNumber=1559&Year=2023&Initiative=false> companion to SB 5566 - Establishing the student basic needs at public postsecondary institutions act.

  *   Establishes the Benefits Navigator Grant Program to fund, in part, Benefits Resource Hubs at institutions of higher education, university campuses, and tribal institutions.
  *   Enacts the Free and Reduced-Price Meals Pilot Program ( 4 colleges)
  *   Includes ONE SBCTC taskforce, ONE strategic plan, ONE Survey/annual report, SBCTC administration of grant funds.
  *   Scheduled for Senate executive session on 3/15/23

HB 5513<https://app.leg.wa.gov/billsummary?BillNumber=5513&Initiative=false&Year=2023> - Concerning mental health counseling at community and technical colleges.

  *   Modifies the process to select colleges for participation in the mental health counseling and services pilot program and extends the length of the pilot.
  *   Creates a new telehealth pilot program for colleges not participating in the mental health counseling and services pilot program.
  *   Passed out of executive committee and referred to Ways and Means.
  *   Executive session scheduled, but no action was taken.
  *   The sponsor of the original bill has reached out to request fiscal impacts for a few different scenarios to possibly insert a budget proviso (still pending)

HB 1693<https://app.leg.wa.gov/billsummary?BillNumber=1693&Initiative=false&Year=2023> - Expanding the students experiencing homelessness and foster youth pilot program.

  *   Removes the expiration date for the student's experiencing homelessness program.
  *   Expands the program to all public four-year institutions and community and technical colleges.
  *   Pending update, we think this will not move, but has some elements 5702


SB 5703<https://app.leg.wa.gov/billsummary?BillNumber=5703&Year=2023&Initiative=false> - Modifying the Washington college grant and establishing bridge grants.

  *   A bill that would increase eligibility for the maximum award for the Washington College Grant.
  *   Students earning up to 70% of the state's median family income would be eligible for the maximum WCG award.
  *   Executive session scheduled, but no action was taken in the Senate Committee on Ways & Means
  *   This bill died.

SB 5711<https://app.leg.wa.gov/billsummary?BillNumber=5711&Initiative=false&Year=2023> - Extending the terms of eligibility for the Washington college grant program.

  *   Would extend eligibility of the Washington College Grant from five years to six years of a student's program, the same length as Pell Grant eligibility.
  *   Passed out of Ways and Mean; passed to Rules committee for second reading.
  *   Public Hearing scheduled in House Postsecondary Ed. & Workforce on 3/10/23
  *   Executive Session scheduled 3/17/23 in the same House PEW committee.


SB 5079<https://app.leg.wa.gov/billsummary?BillNumber=5079&Initiative=false&Year=2023> - Concerning the date by which tuition operating fees are established.

  *   Requires the Office of Financial Management to calculate, and transmit to institutions of higher education, the maximum annual increase in tuition operating fees for resident undergraduates every year by October 1.
  *   Passed out of full Senate.
  *   Currently in the House. Scheduled for executive session in Postsecondary Education & Workforce Committee (3/17/23)

SB 5655<https://app.leg.wa.gov/billsummary?BillNumber=5655&Initiative=false&Year=2023> - Establishes the Washington Achievers Grant

  *   Creates a match program to expand TRiO Student Support Services to students who are not eligible for federal programs.
  *   Ways and Means accepted 1st Substitute and passed to Rule for second reading Feb 23.
  *   This bill died.


HB 1692<https://app.leg.wa.gov/billsummary?BillNumber=1692&Initiative=false&Year=2023> - Creating Student Advisory Groups

  *   Creates non-partisan student advisory groups in each legislative district of 11 students from K-12 or CTCs up to age 21.
  *   Looks to include students in the leg process and provide an advocacy day in Olympia annually.
  *   State Gov & Tribal Relations committee accepted 1st substitute, with do pass, referred to rules for review Feb 15th
  *   This bill died.


HB 1232<https://app.leg.wa.gov/billsummary?BillNumber=1232&Initiative=false&Year=2023> - Enhancing College Bound Scholarship Program

  *   Removes 2.0 GPA HS graduation requirement for students attending a CTC
  *   Appropriations Majority voted to pass, referred to Rules for second review
  *   Hearing scheduled Senate Higher ed & Workforce Dev. Committee 3/10/23

5687<https://app.leg.wa.gov/billsummary?BillNumber=5687&Initiative=false&Year=2023> - Creating postsecondary wrestling grant programs.

  *   Creates a grant program to fund intercollegiate wrestling program start ups, equipment, and student scholarships to be awarded by the Washington Student Achievement Council.
  *   Moved out of the Senate to the House.
  *   Scheduled for public hearing on 3/15/23 in the House Committee on Postsecondary Education & Workforce

SB 5329<https://app.leg.wa.gov/billsummary?BillNumber=5329&Initiative=false&Year=2023> - Addressing fees at campuses other than the main campus.

  *   Defines mandatory fees and special fees.
  *   Establishes limitations on special and mandatory fee authority for students at campuses other than the main campus.
  *   Requires that mandatory fees be prorated for students enrolled less than full-time.
  *   Executive session scheduled, but no action was taken.
  *   This bill is dead.

SB 5566 -<https://app.leg.wa.gov/billsummary?BillNumber=5666&Initiative=false&Year=2023> Establishing the student basic needs at public postsecondary institutions act

  *   Creates a pilot program to provide subsidized housing or housing vouchers to Washington College Grant recipients at community or technical colleges.
  *   Scheduled for executive session, did not pass.
  *   This bill is dead, house version HB 1559 is still alive.


SB 5666 -<https://app.leg.wa.gov/billsummary?BillNumber=5666&Initiative=false&Year=2023> Establishing A Community or Technical College Housing Pilot Program

  *   Creates a pilot program to provide subsidized housing or housing vouchers to Washington College Grant recipients at community or technical colleges.
  *   Scheduled for executive session, did not pass.
  *   This bill is dead. Voucher program language was added to ESSB 5702 as an amendment.


ESSB 5702<https://app.leg.wa.gov/billsummary?BillNumber=5702&Initiative=false&Year=2023> -Expanding the students experiencing homelessness and foster youth pilot program.

  *   Makes the students experiencing homelessness and foster youth program permanent.
  *   NEW: Allows community and technical colleges participating in the program to apply for grant funds for establishment of a subsidized housing or housing voucher program.
  *   Adds the tribal college as eligible to participate in the program.
  *   Executive Action Taken - Passed to Rules Committee for second reading.
  *   Scheduled for public hearing in the House Committee on Appropriations 3/15/23

SB 5593 -<https://app.leg.wa.gov/billsummary?BillNumber=5593&Initiative=false&Year=2023> Improving equity in the transfer of student data between K-12 schools and institutions of higher education.

  *   This would create an agreement between The Office of the Superintendent of Public Instruction and the state's public colleges and universities to share high school student directory information for the purpose of informing students of their post-high school educational opportunities. The bill was amended by the Senate Early Learning and K-12 Education Committee to include community and technical colleges.
  *   2nd substitute bill passed Senate (data sharing agreement includes community and technical colleges and provides for information sharing of outcomes back to OSPI)
  *   Scheduled for public hearing in the House Committee on Education 3/13/23

WORKFORCE BILLS (SBCTC Rep: Marie Bruin)
SSB 5305<http://app.leg.wa.gov/billsummary?Year=2023&BillNumber=5305> (HB 1374) - Establishing the office of career connect Washington.

  *   Creates the Office of Career Connect Washington within the Washington Student Achievement Council (WSAC).
  *   Revises terms related to career launch, career-connected learning, and other related items.
  *   Modifies language relating to the Career Connected Learning Cross Agency Work Group and related grant programs.
  *   Adds additional members to WSAC.
  *   Executive session scheduled, but no action was taken in the Senate Committee on Ways & Means
  *   This bill died.


DUAL CREDIT BILLS (SBCTC Rep: Jamie Traugott)
2SSB 5048<https://lawfilesext.leg.wa.gov/biennium/2023-24/Pdf/Bill%20Reports/Senate/5048%20SBR%20HEWD%20OC%2023.pdf?q=20230210095637> - Eliminating college in the high school fees.

  *   Requires institutions of higher education to provide enrollment and registration in College in the High School (CHS) courses at no cost to students in grades 9 through 12 at public high schools.
  *   Requires the Legislature to appropriate funds to fund CHS courses, at inflation-adjusted rates.
     *   6K for public universities & 4k for community and technical colleges
  *   Directs high schools that provide a CHS course to include information in the course catalog that there is no fee for students to enroll in a CHS course.
  *   Amended to $3,500 for CTC's and $5,500 for regional universities.
  *   Passed out of the senate and on to the house now


2SSB 5670<https://lawfilesext.leg.wa.gov/biennium/2023-24/Pdf/Bill%20Reports/Senate/5670%20SBA%20HEWD%2023.pdf?q=20230210100237> - Permitting 10th grade students to participate in running start in online settings.

  *   Permits 10th grade students to participate in online Running Start courses.

  *   Students are limited to 5 credits per quarter and can only enroll in fully online courses
  *   Executive action taken-passed to Rules committee for second reading
  *   This bill died.

SHB 1003<https://lawfilesext.leg.wa.gov/biennium/2023-24/Pdf/Bill%20Reports/House/1003%20HBR%20ED%2023.pdf?q=20230210093812> - Expanding access to dual credit programs.

  *   Creates a dual credit subsidy program for eligible students from low-income households.
  *   Reduces per college credit fees for college in the high school students.
  *   Expands 1.2 FTE to 1.6 & summer Running Start to 6 ctcs and one public baccalaureate.
  *   Expands requirements to notify students and their parents about dual credit programs and available financial assistance.
  *   Creates a dual credit incentive rebate.
  *   Passed out of executive committee with one amendment thus creating SHB instead of HB. Should be moving to House Appropriations
  *   This bill died.


SHB 1316<https://lawfilesext.leg.wa.gov/biennium/2023-24/Pdf/Bill%20Reports/House/1316%20HBR%20ED%2023.pdf?q=20230210094753> - Expanding access to dual credit programs.

  *   Creates a dual credit subsidy program for eligible students from low-income households (REMOVED)

  *   Allows students participating in Running Start programs to be funded up to a combined maximum enrollment of 1.6 FTE, including enrollment during the summer academic term.
  *   Expands requirements to notify students and their parents or legal guardians about dual credit programs and available financial assistance.
  *   Creates a dual credit incentive rebate (REMOVED)
  *   Executive action taken in the House Committee on Appropriations and amended to only fund summer RS at 1.6 FTE and dual credit notification requirements
  *   Passed house floor and in Senate


HB 1146<https://lawfilesext.leg.wa.gov/biennium/2023-24/Pdf/Bill%20Reports/House/1146%20HBR%20ED%2023.pdf?q=20230210100034> - Notifying high school students and their families about available dual credit programs and any available financial assistance.

  *   Requires public high schools to notify students and their parents about available dual credit programs and any financial assistance available to reduce the cost of these programs.
  *   Placed on second reading by Rules Committee
  *   Third reading passed. Moved to Senate.

What's Next?
As bills pass their originating chamber, committees in the opposite chamber will schedule and hearing those bills to continue in the legislative process. In about a month, the Senate and House will present their budget bills. The Governor's<https://ofm.wa.gov/budget/state-budgets/gov-inslees-proposed-2023-25-budgets> budget has been developed prior to the session start and will begin to take new form. All three budgets will need to align before the end of session, or the term is extended until agreement is reached.
