[Wsssc] Legislative Session - Data Requests

Dear WSSSC Colleagues,

I write sitting in the House listening to testimony on HB 1156 looking to expand access and eligibility of the WA College grant from 5 years to 6 years, to align with federal aid policy. This will positively impact approx. 6,000 students in our system to maintain funds to complete credentials. So far, the testimony is unanimous in favor, and we expect this could move as soon as Friday. This collaborative and data-informed effort will unquestionably support the retention and completion of our WA students who face many complex struggles to complete their education.

The reason I write is related to supporting the needs of of our students, institutions, and communities. I ask that you please see the message below from Deputy Executive Director of Business Operations, Choi Halliday, speaking to the critical need and turn around time for college data and fiscal requests. Of important note, "SBCTC may be provided no more than a couple of days, and sometimes only a few hours, to respond to data and fiscal needs from the legislator." As the newbie to the team, I can humbly confirm this is true!

We cannot express our appreciation and gratitude enough for your timely collaboration of behalf of your institution and our system. I am counting down the hours to meet many of you in-person in Vancouver and share many more exciting updates from this legislative session. Thank you in advance for your support.

Hi Everyone,



The 2023 Legislative Session has started, and we already have received several requests for data, information, and clarification from legislators, legislative staff, and the Office of Financial Management. While some of these requests we can handle at SBCTC by using the Data Warehouse, there are others that require responses from colleges. In addition, SBCTC is tasked with creating "Fiscal Notes" that accurately reflect the economic costs of bills that are introduced by legislators.



The turnaround time that we're given at SBCTC to get information back to the Legislature or OFM is daunting, usually no more than a couple of days and sometimes just a few hours. For example, for Fiscal Notes we are tased to compose we no more than 72 hours to read the bill, determine its impacts, and gather enough information to accurately cost out the proposals. That timeline is even more compressed if we need to send it to another agency like WSAC or OSPI for them to add their information to the Fiscal Note.



I know that you and your staff are busy and rely on SBCTC to do the heavy lifting for these kinds of responses, but I just wanted to put a little reminder out there that we are going to reach out to you for extra information to answer inquiries, and we really need your help and support to successfully answer. Especially important are the timelines that we need to meet, so please keep that in mind as you receive our requests over the next few months.
