[Wsssc] Leg Update: Student Service, Workforce, and Dual Credit Bills

Please see below for the status of most relevant Student Service, Workforce, and Dual Credit bills as of this afternoon. Attached includes an updated status of all agency tracked legislative bills.

STUDENT SERVICE BILLS
HB 1559<https://app.leg.wa.gov/billsummary?BillNumber=1559&Year=2023&Initiative=false> companion to SB 5566 - Establishing the student basic needs at public postsecondary institutions act.

  *   Establishes the Benefits Navigator Grant Program to fund, in part, Benefits Resource Hubs at institutions of higher education, university campuses, and tribal institutions.
  *   Creates Student Basic Needs Task Forces and a Student Basic Needs Work Group.
  *   Enacts the Free and Reduced-Price Meals Pilot Program ( 4 colleges)
  *   Passed out of executive committee with significant amendments including ONE SBCTC taskforce, ONE strategic plan, ONE Survey/annual report, SBCTC administration of grant funds.
  *   Will be moving to House Appropriations

HB 5513<https://app.leg.wa.gov/billsummary?BillNumber=5513&Initiative=false&Year=2023> - Concerning mental health counseling at community and technical colleges.

  *   Modifies the process to select colleges for participation in the mental health counseling and services pilot program and extends the length of the pilot.
  *   Creates a new telehealth pilot program for colleges not participating in the mental health counseling and services pilot program.
  *   Passed out of executive committee and referred to Ways and Means.

HB 1693<https://app.leg.wa.gov/billsummary?BillNumber=1693&Initiative=false&Year=2023> - Expanding the students experiencing homelessness and foster youth pilot program.

  *   Removes the expiration date for the student's experiencing homelessness program.
  *   Expands the program to include a tribal college.
  *   First public hearing in appropriations.

SB 5079<https://app.leg.wa.gov/billsummary?BillNumber=5079&Initiative=false&Year=2023> - Concerning the date by which tuition operating fees are established.

  *   Specifies the date by which the Office of Financial Management determines the maximum rate of tuition fee increases.
  *   Passed out of executive committee, passed Rules Committee and continuing for second reading.

SB 5329<https://app.leg.wa.gov/billsummary?BillNumber=5329&Initiative=false&Year=2023> - Addressing fees at campuses other than the main campus.

  *   Defines mandatory fees and special fees.
  *   Establishes limitations on special and mandatory fee authority for students at campuses other than the main campus.
  *   Requires that mandatory fees be prorated for students enrolled less than full-time.
  *   Executive session scheduled, but no action was taken.

SB 5666 -<https://app.leg.wa.gov/billsummary?BillNumber=5666&Initiative=false&Year=2023> Establishing a community or technical college student housing pilot program.

  *   Creates a pilot program to provide subsidized housing or housing vouchers to Washington College Grant recipients at community or technical colleges.
  *   Scheduled for executive session on Friday.


WORKFORCE BILLS
SSB 5305<http://app.leg.wa.gov/billsummary?Year=2023&BillNumber=5305> (HB 1374) - Establishing the office of career connect Washington.

  *   Creates the Office of Career Connect Washington within the Washington Student Achievement Council (WSAC).
  *   Revises terms related to career launch, career-connected learning, and other related items.
  *   Modifies language relating to the Career Connected Learning Cross Agency Work Group and related grant programs.
  *   Adds additional members to WSAC.
  *   Passed in executive session, referred to Ways and Means

DUAL CREDIT BILLS
SHB 1003<https://lawfilesext.leg.wa.gov/biennium/2023-24/Pdf/Bill%20Reports/House/1003%20HBR%20ED%2023.pdf?q=20230210093812> - Expanding access to dual credit programs.

  *   Creates a dual credit subsidy program for eligible students from low-income households.
  *   Reduces per college credit fees for college in the high school students.
  *   Expands 1.2 FTE to 1.6 & summer Running Start to 6 ctcs and one public baccalaureate.
  *   Expands requirements to notify students and their parents about dual credit programs and available financial assistance.
  *   Creates a dual credit incentive rebate.
  *   Passed out of executive committee with one amendment thus creating SHB instead of HB. Should be moving to House Appropriations
SHB 1316<https://lawfilesext.leg.wa.gov/biennium/2023-24/Pdf/Bill%20Reports/House/1316%20HBR%20ED%2023.pdf?q=20230210094753> - Expanding access to dual credit programs.

  *   Creates a dual credit subsidy program for eligible students from low-income households.

  *   Allows students participating in Running Start programs to be funded up to a combined maximum enrollment of 1.6 FTE, including enrollment during the summer academic term.
  *   Expands requirements to notify students and their parents or legal guardians about dual credit programs and available financial assistance.
  *   Expands requirements to notify students and their parents or legal guardians about dual credit programs and available financial assistance.
  *   Creates a dual credit incentive rebate.
  *   Passed out of executive committee with one amendment thus creating SHB instead of HB. Should be moving to House Appropriations


HB 1146<https://lawfilesext.leg.wa.gov/biennium/2023-24/Pdf/Bill%20Reports/House/1146%20HBR%20ED%2023.pdf?q=20230210100034> - Notifying high school students and their families about available dual credit programs and any available financial assistance.

  *   Requires public high schools to notify students and their parents about available dual credit programs and any financial assistance available to reduce the cost of these programs.
  *   Placed on second reading by Rules Committee


SSB 5048<https://lawfilesext.leg.wa.gov/biennium/2023-24/Pdf/Bill%20Reports/Senate/5048%20SBR%20HEWD%20OC%2023.pdf?q=20230210095637> - Eliminating college in the high school fees.

  *   Requires institutions of higher education to provide enrollment and registration in College in the High School (CHS) courses at no cost to students in grades 9 through 12 at public high schools.
  *   Requires the Legislature to appropriate funds to fund CHS courses, at inflation-adjusted rates.
     *   6K for public universities & 4k for community and technical colleges
  *   Directs high schools that provide a CHS course to include information in the course catalog that there is no fee for students to enroll in a CHS course.
  *   Currently in Senate Ways & Means-still waiting for a hearing to be scheduled.


SB 5670<https://lawfilesext.leg.wa.gov/biennium/2023-24/Pdf/Bill%20Reports/Senate/5670%20SBA%20HEWD%2023.pdf?q=20230210100237> - Permitting 10th grade students to participate in running start in online settings.

  *   Permits 10th grade students to participate in online Running Start courses.

  *   Defines online courses as those in which a majority of the course time is spent in a virtual setting or not in person.
  *   Scheduled for executive session.
