[Wsssc] State Reappropriation of ESSER Funding

Dear ESSER Colleges,

Please see the important message below from OSPI regarding your ESSER funds. As I have communicated before-the legislature is reappropriating funds which unfortunately has made things much more complicated for us moving forward. It is with extreme disappointment that I must share that OPSI's ESSER funds now cannot fund students for summer 2023 like we have planned but only through spring quarter.

I know many of you have already reached out to students and families and I strongly encourage you to forward this information to them, so they understand that this is out of our control and rests with the legislature currently. OSPI will be sending this out to all high schools and encouraging them to reach out to students and families that are counting on summer funding. This message will also be sent out to the RS listserv soon. I requested that you all receive this information first. I will also send out to IC and WSSSC as an FYI. You are not responsible for educating high schools on this matter-that is for OSPI. However, feel free to send the same email you receive to counselors in the event they don't have this information.

Please note that RS summer bill, HB 1316, and some other funding to support RS students in the summer is still active in the legislature. When we know more, I'll reach out. I appreciate all your work with ESSER. We have been fortunate enough to help fund students for summer 22 and this academic year. I appreciate you all so much, thank you for your continued commitment in supporting our students.

Good Morning Jamie and SBCTC Colleagues,

We first want to express our appreciation for the State Board for Community and Technical Colleges, and the many colleges and high schools that have supported the administration and communication of the ESSER-funded Running Start project to expand access for students to professional technical programs and credit recovery opportunities.

As you've likely heard, both proposed budget bills reappropriate ESSER funding into the 2023-25 biennium to fund specific legislative objectives. Unfortunately, this means that OSPI's current agreements funded with these dollars may need to end by June 30, 2023. Costs related to tuition and other student support services are not allowed to be pre-paid per state rules and policies. As such, we cannot approve expenditures in June for services in July and August. At this time, what is known is that our ESSER-funded activities for Running Start will end in June, wrapping up with this year's spring quarter.

While we remain hopeful that the authority and funding may be extended to include July and August, that will be unknown until the state budget passes. It is important to us that we communicate quickly to our college and high school partners that are doing the work to support these opportunities for students in their communities.
