[Wsssc] In-person commencement

EvCC is doing one big one in the Everett Arena (Angel of the Winds Arena)
and their staff is doing all COVID protocol checking according their
processes/policies. We did a drive through graduation last year and it was
a hit, but according to students, they really wanted a traditional one this
year. We are inviting this year and the 2 prior graduating classes to
participate by RSVP only. No pushback from any students and staff are not
mandated to attend. Tenured faculty are required according to their CBA and
need prior approval from the VPI for any absence. This is also in the CBA
from prior (pre-pandemic) years for any non-COVIDy type of absence.
