[Wsssc] Change to WSSSC slate

Hello WSSSC-

With Luca's departure to a new position in California, Glen Cosby from Spokane Community College has agreed to serve as the 2022-23 WSSSC president. He has been active in WSSSC for many years, previously serving as Secretary, Exec and other committees, as well as serving as the inaugural liaison for the Veteran & Military Services Council.

Thanks and gratitude to Glen for stepping into this leadership role!
