Here are the details about the new funding opportunity:

The U.S. Department of Education has issued a Notice Inviting Applications (NIA) for its Rural Postsecondary and Economic Development Grant Program, funded at nearly $10 million. These competitive grants will be awarded to public and private nonprofit institutions of higher education (IHEs), as defined in section 101 of the HEA, with enrollment of at least 30% of students who attended high schools located in rural areas.

The NIA says the grant “is designed to support postsecondary enrollment and completion by addressing the challenges rural students face accessing postsecondary education that will prepare them for high-skill, high-wage, and in-demand occupations.”

The estimated average size of award is $1.2 million. The project period/grant duration is up to 36 months.

The deadline for submissions is Dec. 6 and selections are expected by the end of the year. The NIA is at https://www.govinfo.gov/content/pkg/FR-2021-11-05/pdf/2021-24361.pdf

As you may recall, in December 2020, Congress designated $10 million in the Fund for the Improvement of Post-Secondary Education (FIPSE) to support “competitive grants to [higher education institutions] and other public and private non-profit organizations and agencies for innovative approaches to improve rates of postsecondary enrollment and completion among rural students through development of career pathways aligned to high-skill, high-wage or in demand industry sectors and occupations in the region.”

We’re awaiting the U.S. Dept. of Education’s release of the RFP for this funding; sharing details about it is important to our efforts. I’m reaching out to just initially ensure this RFP is on your radar and to begin exploring the idea of a webinar about its goals and purpose so communities are ready when it’s released. I had a great conversation with Bryce McKibben, Senior Policy Advisor to Senator Murray and the Senate HELP Committee.
He said Senator Murray supports the Rural Students and Communities Act, but did admit that one of their primary focus areas right now is the America’s College Promise Act.  Thus, recent or more updated drafts of the Rural Students Act have not been worked on, or that is my understanding.

You are welcome to add our agency to the list of supporters and I told Bryce that he may be hearing you echo our support.

We’ve also experienced delays in scheduling meetings as staff have been overloaded, the committee has been short-staffed, and now that the Senate is out of session people are trying to take a bit of a break.  Thank you for your persistence and please let us know if there is anything we can do to be helpful!

By the way, we have heard from a Republican HELP Committee member’s office that this legislation has been put on the request list for the workforce bill.  Senator Burr’s HELP Committee staff said that the Murray HELP Committee staff have seemed somewhat receptive.  We haven’t seen any drafts so we don’t know if the language has been included or not.   We’re looking forward to hearing what feedback the Murray HELP Committee staff gives you - hopefully positive!
