Hello BFET Admins,

We have received official notification from DSHS that our ABAWD contract will be terminated effective April 24th, 2021. This means all contracts and subcontracts for ABAWD work will no longer be in place and colleges will no longer be required to meet the obligations of the ABAWD contract (there will be no more referrals from DSHS). Additionally, DSHS has asked that we limit expenditures from now until the contract termination date as much as possible. You will be able to bill for your Navigators through the end of March. We understand this news creates a significant challenge and has many short and long-term impacts.

Because we see the work of the Navigators as instrumental in supporting basic needs for students and this is very much needed during our State’s economic recovery efforts, the State Board has identified the following immediate short-term and intermediate funding options for colleges to consider.

Immediate options:

  *   BFET Funds –
     *   Colleges may use their BFET Reimbursed funds to pay for the salaries and benefits of their Navigator, as well as indirect. We understand that this may not be an option for all colleges and some may have more ability to use this funding source than others. If you choose to use BFET Reimbursed funds please email Kathi Medcalf<mailto:kmedcalf at sbctc.edu> no later than Monday, March 29th.
  *   WorkFirst Funds –
     *   We have received a substantial amount of WorkFirst funds returned in the recent funding survey. Colleges may request additional WorkFirst funds to pay for the salaries and benefits of their Navigator as well as indirect from April 1st to June 30th, 2021. This option is open to all colleges who have a WorkFirst program. Funding beyond FY21 may not be an option. If you would like to take advantage of this funding please email Deana Rader<mailto:drader at sbctc.edu> no later than Monday, March 29th.

Intermediate options:

  *   Federal American Rescue Plan Act (ARPA) Funds –
     *   Presidents, chancellors, and VPs have all been apprised of the situation. Colleges may choose to consider using ARPA funds for COVID-19 pandemic to help pay for the salaries and benefits of their Navigators. Please work with your administration to see if there can be consideration for using these funds.
