WSSSC: here is more information on higher education re-opening plans while we wait for the Governor's next proclamation. Carli will go over this at the WSSSC meeting tomorrow.

Good morning,

An updated version of the governor's higher education proclamation is not available yet, however, we've updated our COVID-19 FAQ with the information we know so far. Key changes are:


  *   Effective immediately, student services can now reopen under the same protocols as instruction - no size limits, but required safety protocols like 6-foot distancing etc. We have confirmed this with the Governor's Office.
  *   Dining halls will remain at 50% capacity. Based on earlier conversations with the Governor's Office, we expect the dining hall guidance to follow the restaurant guidance, which means 10 people can sit at a table with no household limits (as opposed to phase 2 guidance, which only allows 6 people per table from a maximum of 2 households).
  *   Commencements may be held in-person. Indoor commencements should follow the miscellaneous venues guidance. Outdoor commencement ceremonies should follow the outdoor spectator events guidance.
  *   We are waiting to hear more about gathering size limits in student housing. Until the Governor's Office issues an updated proclamation, we advise colleges to stick with the phase 2 guidance: up to five guests from outside a household, with a limit of two households. Phase 3 allows for up to 10 people from outside a household, but we know Gov. Inslee and DOH are anxious about outbreaks in student housing, so we're recommending colleges follow the more conservative guidance until we hear otherwise.
  *   Higher ed faculty and staff remain in vaccination phase 2, even if they teach Running Start students. The presence of Running Start students in a classroom does not mean that faculty/staff qualify with K-12 teachers for the current vaccination phase.
  *   The Governor's Office has rescinded his recommended 14-day quarantine for people travelling to WA from another state, in deference to the CDC guidance.
  *   There is no change in the 6-foot physical distancing requirement. The Governor's Office and DOH are looking closely at the CDC's new 3-foot guidance for K-12 schools, but have not yet made a determination.
  *   Three of our technical colleges operate technical high schools on campus. Jan Yoshiwara has verified these high schools are exempt from the 30% in-person teaching requirement that will take effect for standard high schools on April 19.

We've also updated the guidance for libraries, venues, performing arts, fitness centers and personal services.
