[Wsssc] FW: Updated capital and operating budget one-pagers

This month's WACTC Capital committee just finished meeting.  You'll see on the December 4 one-pager that Bates was added to the COP list (bottom of page two).  During the meeting, it was also noted that there appears to be positive reception to the statement that capital investments can produce benefits for economic recovery.
